Kherson hospital of the Ministry of Internal Affairs planned to buy equipment at an inflated price

The state institution Territorial Medical Association of the Ministry of Internal Affairs of Ukraine in Kherson Oblast plans to purchase special medical equipment worth more than half a million.

This is evidenced by data from the Prozorro public procurement system.

This is slightly higher than the average market price, despite the fact that the goods are delivered by the supplier. Under the terms of the contract, Kharkiv-based entrepreneur Olena Bilovol has until October 31 to deliver a set consisting of an automatic hematology analyzer and a rotator to Kherson.

According to publicly available data, the price of the LabAnalyt 5160-5-Part-Diff analyzer ranges from UAH 588,000 to 690,000, and the price of the SK-R30S-E rotator from UAH 7,200 to 11,400. This means that the price paid by the hospital is higher than the market price.

It is worth noting that Olena Bilovol has been selling medical equipment since 2023 and has already received orders from Ukrainian hospitals for more than UAH 21 million.

The municipal non-profit enterprise City Clinical Hospital No. 1 of the Odesa City Council held a tender to select a catering supplier. It is about providing four meals a day to those affected by the military aggression of the Russian Federation in Ukraine.

The procurement was conducted in the format of an open tender with special features and the only participant was Fabrika Smaku Limited Liability Company. If the deal is concluded, the company is expected to provide the hospital with 9,000 meals by December 31, 2025. It will receive UAH 3 million 424.9 thousand for this.

According to the YouControl service, Fabryka Smaku was registered in May 2015 with a registered capital of 1,000 UAH, and two months later it received an order to supply food to hospitals in Odesa. The director and owner of the company is Igor Levinzon.
