Izmail has transferred Ukrzaliznytsia's water supply networks to municipal ownership

At the 77th session of the Izmail City Council in the Odesa region, held on July 7, council members approved the transfer of Ukrzaliznytsia’s water supply and sewerage facilities to the city’s municipal ownership free of charge. 

Most of the infrastructure is located near the “Izmail” railway station, according to Intent.

Once the transfer process is complete, the property is scheduled to be placed under the operational management of the municipal enterprise “Izmail Water Supply and Sewerage Production Department.”

The list of facilities includes three pumping stations, two artesian wells, a water tower, a water column, external water supply and sewer networks, fences around sanitary zones, and pumping equipment. 

According to experts’ statistics, railway workers consumed a quarter of the total volume of water extracted. The rest of the water was supplied to the homes of residents in the neighborhood.  Given this fact, the annual maintenance costs of 320,000–330,000 hryvnias became unprofitable for Ukrzaliznytsia. The company initiated the transfer of these assets to the city’s balance sheet. 

The city council noted that the transfer will ensure the effective use of the facilities for their intended purpose and their continued maintenance by the municipal water utility. The resolution also stipulates that the facilities must be used exclusively for water supply and wastewater disposal and cannot be transferred to private ownership.

At the same time, the document notes that the right to use the land plots on which these facilities are located has not yet been formalized in accordance with the requirements of current legislation. Since the start of corporate governance reform, Ukrzaliznytsia has been gradually transferring non-core engineering infrastructure facilities to the communal ownership of local communities. This enables local enterprises to centrally maintain and modernize the networks that provide water supply and wastewater disposal services to residents and urban infrastructure facilities.
