In Odesa region, repair of the only shelter in the village was awarded without competition

The Education Department of the Katlabuz village council signed a contract for the overhaul of the shelter at the Zhuravlyk kindergarten in Kyrnychky without a tender. The contract was awarded to an entrepreneur registered only a few months before the tender.

According to the publication "Anti-Corruption Dimension", citing Prozorro, it is known that the Department of Education, Youth, Sports and Culture of the Katlabuz Village Council of Izmail District ordered major repairs of the blind area around the civil defense structure and drainage system in the Kirnychi preschool institution "Zhuravlyk". This is a kindergarten in the village of Kyrnychky, at 8 Shkilna Street. The expected cost was UAH 975 thousand.

The procurement was made without using the electronic procurement system, so the contract was signed directly with an individual entrepreneur, Arutyun Gevorgovich Eprikyan. Since there was no bidding, no documents on the availability of equipment, experience or employees at the sole proprietorship were made public.

Harutyun Gevorgovich Eprikyan is a sole proprietor registered in the village of Vyshneve, Izmail district. He registered his entrepreneurial status only on May 29, 2025, four months before receiving the contract for the overhaul of the Zhuravlyk kindergarten.

The UAH 975,000contract with the Katlabuz village council's education department was Eprikian's first and so far only public order as an individual entrepreneur. Nevertheless, he has experience in the construction business through other structures. Mr. Eprikian is the owner and director of Arutyun Plus, a private enterprise, and also manages ASYA-1, a private enterprise specializing in road construction. Before that, he was a director at Arev Bud LLC. All of these companies also received budget orders, but before the full-scale invasion.

Interestingly, the entrepreneur had previously had the status of an individual entrepreneur, but had twice stopped his activities. Now the contractor has received a nearly million-dollar contract without competition, having actually just started its history of public contracts.
