In Odesa region, a company associated with a sanctioned businessman may receive a contract worth 113 million

The State Enterprise "Local Road Service" conducted a procurement to find a contractor to be paid for the maintenance of public roads of local importance in Rozdilnyansky district.

According to the Center for Public Investigations, this was reported in the Prozorro electronic procurement system.

The procurement was conducted in the format of an open tender with special conditions. And the only participant was Progressdorbud Limited Liability Company. The expected cost of the works was UAH 113.7 million. At the beginning of the tender, Progressdorbud offered to perform the work for this amount and did not reduce it during the tender. Since the company had no competitors, they are now waiting for the contract to be signed.

This is not the first time the company has won a tender with a single participant. In June 2024, the Road Maintenance Department of the Odesa City Council held a procurement to find a contractor to be paid for the routine maintenance of roads and sidewalks of municipal streets and roads. At that time, the procurement was also conducted in the format of an open tender with special conditions. And the only participant was Progresdorbud, a limited liability company.

Before that, the company had already participated in procurement as a single bidder. In particular, in April 2024, the State Enterprise "Local Road Service" held tenders to select a company that would be paid for the current repair of sections of the Rozdilna-Starostyno-Nadiia public road and for the operational maintenance of public roads of local importance in Rozdilnia district of Odesa region.

Both times, Progresdorbud was considered the winner. In the first case, the company was counting on UAH 32 million 817.3 thousand, and in the second case, UAH 36 million 943.1 thousand.

According to the YouControl service, the company was registered in 2016. The owner is currently Yuriy Chetvertakov, whom the media associates with businessman Araik Amirkhanyan, who is currently on the wanted list. In 2019, the businessman allegedly hired militants and attacked the office of the Road Service in Odesa region. He was detained by the police. In 2021, he was suspected of stealing 500 million hryvnias and fled the country. That same year, President Volodymyr Zelenskyy stripped him of his Ukrainian citizenship because he had an Armenian passport, and the National Security and Defense Council imposed sanctions on him.
