In Kherson, 14 million were allocated to address the aftermath of the shelling

In Kherson, the 2026 program for accident prevention and emergency response has been revised. More than 14 million hryvnias are planned to be allocated for priority emergency response efforts following Russian shelling. 

Yaroslav Shanko, head of the Kherson City Military Administration, signed an order amending the 2026 Program for the Prevention and Mitigation of Accidents, Disasters, and Emergencies at Residential and Social Infrastructure Facilities in the Community.

The document establishes a new procedure for organizing priority emergency response measures following damage caused by Russian shelling.

According to the document, emergency crews from municipal utilities—including the “Parks of Kherson” Municipal Enterprise, the “Khersonteploenergo” Municipal Utility Company, the “City Road Administration” Municipal Enterprise, the “Kherson City Lighting” Municipal Enterprise, andthe “Kherson City Water Supply and Sewerage” Municipal Utility—will be mobilized. Their tasks will include boarding up broken windows, repairing roofs, performing work at heights, and preparing and delivering construction materials.

If necessary, contractors with specialized equipment and experts capable of performing complex emergency repairs may be engaged to carry out the work. Residents will be able to submit requests through the hotlines of the city’s district councils.

A separate appendix approved a list of materials needed for urgent repairs. The largest expenditures are allocated for construction materials—5 million hryvnias—and OSB panels—nearly 5 million hryvnias. The total cost of materials needed to address the damage caused by shelling exceeds 14 million hryvnias.

Also in June, the Kherson City Council updated the 2026 action plan for the Department of Municipal Services, allocating over 419 million hryvnias to support municipal enterprises and institutions. The largest share of funding will go to the municipal enterprise “Khersonteploenergo,” while part of the funds will be allocated to comply with court rulings, pay for electricity, and cover employee salaries.
