Funds were embezzled during the construction of the South Ukrainian NPP

A foreman of the South Ukrainian Nuclear Power Plant, who caused more than 5 million in losses to the state during the overhaul, will be tried in Mykolaiv region. He is accused of negligence and falsification of the scope of work and materials.

This was reported by the press service of the Mykolaiv Regional Prosecutor's Office.

Law enforcement officers sent an indictment to the court against a senior foreman of the repair and construction shop of the energy repair unit of the South Ukrainian NPP. He is accused of improper performance of official duties under Part 2 of Article 367 of the Criminal Code of Ukraine.

According to the investigation, the man had worked at the plant for many years and held the position of senior foreman of the repair and construction shop. In 2023, he was appointed responsible for quality control and scope of work during the overhaul of the waterproofing coating of the splash pool of power unit No. 3.

The investigation found that the official did not fulfill his duties properly. He controlled the scope of construction work and materials used by the contractor, but entered inaccurate information about the actual amount of materials and work in the acts of work performed.

In particular, the contractor declared more than 278 tons of one type of asphalt mix and almost 291 tons of another, while only 306 tons of one brand were actually used. The reports also indicated almost 50 tons of bitumen mastic, although half as much was actually used. A similar discrepancy was observed in the removal of sludge and construction waste: the declared volumes were significantly higher than the actual volumes.

As a result of these actions, PNPP unreasonably transferred more than UAH 5.7 million to the account of the contractor Resurstechnobud.

On August 19, 2025, the official was served a notice of suspicion under Part 2 of Article 367 of the Criminal Code of Ukraine - official negligence that caused grave consequences. He was chosen a measure of restraint in the form of house arrest at night. The accused faces imprisonment for up to five years with disqualification to hold certain positions or engage in certain activities for up to three years.

The overhaul of the waterproofing of the splash pool at the PSP cost over UAH 17 million. The contractor was aware of the tender and ensured the victory of his company, and after the contract was signed, he deliberately overstated the cost of materials and the scope of work.
