Three hundred million for the construction of the South Ukrainian NPP was given to a person involved in the investigation

In Mykolaiv region, a contract for construction in Pivdennoukrainsk worth more than UAH 312 million was awarded. The contractor was a company that had previously been featured in journalistic investigations for inflated prices.

This is evidenced by data from the Prozorro procurement system.

In July 2025, NNEGC Energoatom announced an open tender with special conditions for the construction of the third stage of an industrial building in Pivdenoukrainsk, Mykolaiv region. The expected cost of the project exceeds UAH 312 million, and the work is scheduled to be completed by June 30, 2026. Although the tender documents do not explicitly mention the facility, it is likely that the construction will take place on the territory of the Pivdenoukrainska NPP.

Initially, the auction was scheduled for early August, but only one company submitted a bid that differed from the expected cost by only UAH 10. When checking the documents, the client found several inconsistencies and gave the company 24 hours to eliminate them. If the requirements were not met, the proposal was to be rejected. The deadline for submitting the corrected documents was August 23, 2025 at 14:57, and the tender was under threat of cancellation.

Nevertheless, on August 26, Energoatom confirmed its intention to enter into an agreement with the company. Among the company's documents was a certificate from the NAPC confirming the absence of information about corruption or corruption-related offenses. In the minutes of the decision, the client determined TRUST Pivdenspetsbudmontazh LLC as the winner of the procurement procedure and announced its intention to enter into an agreement in the electronic procurement system.

According to the YouControl system, the company is registered in Kostiantynivka, Mykolaiv region, has been working on public tenders since 2016 and has earned more than UAH 400 million.

Previously, the company has been featured in journalistic investigations for inflated prices in contracts for the same customer. In November 2024, Energoatom signed a contract with it for the construction of a workshop worth more than UAH 195 million in the Mykolaiv region, which also attracted attention due to inflated prices for certain materials. The company has established ties with the construction departments of Mykolaiv and Pivdenoukrainsk. Its main customers since 2020 have been Gas Transmission System Operator of Ukraine LLC and the South Ukrainian NPP.

In June, the Pivdenoukrainska NPP transferred almost UAH 25 million without a tender to a company that was previously suspected of misappropriating funds. Over the past two years, this company has received contracts worth more than a billion hryvnias from the plant, despite the bankruptcy case and criminal proceedings.
