The company of a deputy from Khmelnytsky region received a contract from the South Ukrainian Nuclear Power Plant for more than 50 million without competition. The State Audit Service drew attention to the agreement, which has not yet been signed, and announced the start of monitoring.

Information about this is available in the electronic procurement system Prozorro.

The firm was the only bidder in the tender of the South Ukrainian Nuclear Power Plant for the reconstruction of security system elements of the strategic facility. This is an expected deal worth UAH 50.1 million with Atommontazhservis LLC, a company that has already been involved in criminal proceedings for embezzlement of budget funds and is suspected of working with fictitious contractors.

Thetender was announced in April this year. The bidding did not arouse interest among other companies - only Atommontazhservice submitted an offer. The company's price differed from the expected amount by less than 26 thousand hryvnias. On May 12, the customer announced its intention to sign a contract with the winner.

On the same day, the Southern Office of the State Audit Service in Mykolaiv Oblast announced the start of monitoring the procurement procedure due to the violations found. The auditors sent a request for explanations and documents, including commercial offers, calculations of the expected cost, design and estimate documentation, and information on the justification of the procurement specifications. The customer has three business days to respond.

According to YouControl, Atommontazhservis LLC is registered in Netishyn, Khmelnytskyi region. The owners of the company are Volodymyr and Serhii Vozniuk. The latter is a deputy of the Netishyn City Council from the Batkivshchyna party and head of the local faction. The company has been operating since 2003 and has already received more than UAH 3.2 billion in government contracts. The key customer is Energoatom and its subdivisions, including the South Ukrainian NPP.

Despite being involved in a criminal case for embezzlement of public funds, the company continues to receive multimillion-dollar contracts. The results of the audit monitoring may affect the final decision to conclude the contract.
