Tender for 300 million construction project in Pivdenoukrainsk is under threat

The tender for a $300 million construction project in Pivdenoukrainsk, Mykolaiv region, may fail. The only contractor who submitted a proposal did not have time to correct discrepancies in the documents.

This is evidenced by data from the Prozorro procurement system.

In July 2025, NNEGC Energoatom announced an open tender with specifics for the construction of the third stage of an industrial building in the city of Pivdenoukrainsk, Mykolaiv region. The expected cost of the project is over UAH 312 million. According to the technical documentation, construction work should be completed by June 30, 2026. Although the tender does not explicitly specify the facility, it is likely that the construction will take place on the territory of the Pivdenoukrainska NPP.

The auction was initially scheduled for early August, but only one company, Pivdenspetsbudmontazh LLC, applied for the tender. Its bid was only UAH 10 less than the expected price, although the minimum price reduction step was set at more than UAH 1.5 million.

Prior to the bidding, the bidders asked the client to clarify the definition of "technological works". The client replied that the request was being processed by the relevant departments. Subsequently, Energoatom clarified that the works that are the subject of the procurement involve the use of goods, the purchase of which requires confirmation of the localization of production in accordance with the resolution of the Cabinet of Ministers and international agreements of Ukraine on public procurement. The tender documents are drawn up in accordance with the current legislation and do not require any additional changes.

At the same time, the customer found a number of inconsistencies in the documents submitted by TREST Pivdenspetsbudmontazh LLC during the consideration of the tender proposal.

NNEGC Energoatom gave the company 24 hours to eliminate the identified discrepancies. In case of non-compliance, the tender proposal will be rejected in accordance with the current legislation. The deadline for submission of corrected documents was August 23, 2025, at 14:57.

TRUST Pivdenspetsbudmontazh LLC is registered in Kostiantynivka, Mykolaiv region, and has been actively working on public tenders since 2016, earning more than UAH 400 million. In a journalistic investigation, the company has already appeared with the same client and was accused of inflated prices.

At the time of writing (around 15:30), the tender for more than UAH 300 million was under threat of cancellation due to inconsistencies in the documentation.

Last November, Energoatom signed an agreement with the same company in Mykolaiv region. The company received a contract for the construction of a workshop worth more than UAH 195 million. The shop is designed to produce reinforcing channels and pipeline elements, and the contract attracted attention because of inflated prices for certain materials.
