The Kherson City Court found Vladimir Kosov, the former head of the Henichesk Interdistrict Water Management Administration, guilty in absentia of aiding an aggressor state. According to the court, during the occupation, he housed Russian military personnel and equipment on the enterprise’s premises, and later headed an institution created by the occupiers and became a deputy in the occupying “Duma.”
This was reported by IRS-South, citing the court’s verdict.
The court found that in 2022, Volodymyr Kosov, who at the time headed the Henichesk Interdistrict Water Management Administration, voluntarily provided the Russian military with the enterprise’s premises in the village of Novooleksiivka to house personnel and equipment.
After that, he agreed to cooperate with the occupying authorities, headed the illegally established “Henichesk Operational Unit of the Kherson Region Water Resources Basin Administration,” and later became a deputy in the occupying Kherson Regional Duma representing the “United Russia” party. He also headed the occupying “Henichesk District Boxing Federation.”
During the trial, witnesses reported that Kosov organized the transition of the enterprise’s operations to comply with Russian legislation, registered employees with the occupying authority, and participated in pro-Russian events.
In addition, according to eyewitness accounts, employees manufactured potbelly stoves at his instruction, and the company’s specialized equipment was used to construct trenches for Russian troops. It was also noted in court that he treated people who spoke Ukrainian with hostility.
The court found Kosov guilty under Part 1 of Article 111-2 of the Criminal Code of Ukraine (Aiding an Aggressor State) and sentenced him to 11 years of imprisonment with the confiscation of all his property.
Specifically, residential buildings, two boats, two trailers, a scooter, and a VAZ-21063 car will be confiscated and transferred to the state. The court also prohibited him from holding positions in government bodies or engaging in activities related to the provision of public services for 14 years after serving his sentence.
