Vysokopilskyi Komunservis, a utility company from Kherson Oblast, conducted a procurement without using an electronic system and signed an agreement with Glavstroy Project LLC for the purchase and installation of a solar power plant.
The relevant information is available in the Prozorro electronic procurement system, according to the Center for Public Investigations.
The agreement was signed on September 5, and the company must provide the required service by September 30, 2024. For this, the utility company will pay UAH 727 thousand. This is one set of solar modules. The project is funded by the United Nations Children's Fund (UNICEF).
According to the YouControl service, Glavstroy Project Limited Liability Company was registered in Odesa in 2004. And the final beneficiary is Pantelii Mykhailutse from Odesa.
A person with this name and surname appears in the declaration of Oleh Radkovskyi, deputy head of the Odesa Regional Council, as a co-owner of the politician's country house. Moreover, the owner of the LLC and the co-owner of Radkovsky's house have the same patronymic.
According to the Kherson-based newspaper Most, the director of the utility company, Serhiy Veselovsky, justified the choice of the procurement format by saying that in early August, an identical tender was to be held under an open bidding procedure with special features, but the tender was canceled due to the lack of proposals.
Indeed, the Prozorro e-procurement system contains information about the first attempt.
According to Kherson journalists, last year the same company was used to buy mobile shelters for Kherson, and in June 2024, the company tried to get a multimillion-dollar contract to repair the water supply system in Vysokopillia, but its proposal was rejected due to errors in the documents provided. Later, Glavstroy Project became a subcontractor at this facility.
