Environmental Inspectorate Fails to Find Who Dumped Wastewater on Odesa Beach

Employees of Uzherezhzhia and Miski Dorogi utilities have eliminated unauthorized wastewater discharges on the territory of the beach area of the 10th station of the Velykyi Fontan in Odesa.

This was reported by the press service of the State Environmental Inspectorate of the Southwestern District, which noted that they had been demanding that the Odesa City Council solve the problem since September 2025.

Despite the elimination of the leak, the issue of identifying the persons involved in the illegal pipe diversion and bringing them to justice remains open. The lack of a proper response in this regard creates a risk of recurrence of similar violations in the future.

During the crisis monitoring of the Black Sea surface waters in connection with the natural emergency and the consequences of bad weather that occurred on September 30, 2025 in Odesa, state environmental inspectors detected an unauthorized release of return water within the beach area 10 of the Velykyi Fontan station (Chaika beach).

Reclaimed water is water that is returned by technical facilities and means from the economic link of the water cycle to its natural links.

The main types of recycled water are:

  • Wastewater: domestic, industrial, industrial and domestic, from fish ponds, from livestock;
  • drainage water;
  • discharge water.

For waste water, its toxicity is determined - the property of causing pathological changes or death of organisms due to the presence of toxic substances.

According to the results of instrumental and laboratory measurements, the presence of pollutants was recorded in the detected wastewater, which indicated a negative impact on the state of the Black Sea coastal waters.

At the initiative of the Inspectorate, the municipal services of the Odesa City Council were requested to identify the persons involved in the unauthorized pipe discharge and to eliminate the discharge itself. Given the content of the official responses, the Inspectorate expected the violation to be promptly remedied.

However, at the end of 2025, during a repeated inspection of the same area, state inspectors found that the situation had worsened: the size of the pit with return water and its volume had increased significantly. Laboratory tests again confirmed the presence of pollutants in the wastewater.

In this regard, the Inspectorate repeatedly appealed to the Odesa Regional Military Administration to take measures to eliminate the unauthorized release of wastewater. Eventually, in 2026, the discharge was eliminated.
