Director of an educational institution from Mykolaiv region gives educational land to an agricultural company

The Juvenile Prosecutor's Office revealed violations of land legislation in the activities of the Kazankivsky Training and Production Plant Municipal Institution of the Kazankivsky village council of Bashtanka district, Mykolaiv region.

This was reported by the Mykolaiv Regional Prosecutor's Office.

According to prosecutors, in February 2025, the director of the institution entered into an agreement with a local agricultural company on the joint cultivation of two land plots with a total area of 104 hectares. The land was in the permanent use of the educational institution and was intended for research and educational purposes. Its normative monetary value is almost UAH 3.5 million.

The audit revealed that the terms of the agreement contradicted the requirements of the Civil and Land Codes of Ukraine, as well as the Law "On Education". In fact, under the guise of 'joint activity', the parties concealed the lease of land, which the educational institution did not have the authority to do as a permanent user.

In addition, the agreement changed the actual use of the land plots: instead of educational and research needs, the land was used for commercial agricultural production.

Despite the ongoing violation of the law, the local government body responsible for control in this area did not apply to the court on its own. In this regard, in July 2025, the Bashtanka District Prosecutor's Office filed a lawsuit with the Commercial Court of Mykolaiv Oblast.

After the prosecutor's office filed a lawsuit, the agricultural company voluntarily returned the land plots to the educational institution. On December 15, 2025, the court upheld the prosecutor's claim and declared the joint venture agreement invalid.
