Contractor Linked to Fraud Wins ₴15M Kherson Ambulatory Project

The winner of the tender for the construction of an outpatient clinic in the village of Davydiv Brid has been selected in Kherson region. The company is involved in a criminal case of misappropriation of budget funds through falsification of certificates of completion.

This was reported by the Center for Public Investigations with reference to the Prozorro procurement system.

In early April, the Department of Territorial Development of the Kherson Regional State Administration announced a tender for the construction of an outpatient clinic in the village of Davydiv Brid.

The project envisages the construction of a medical facility, subject to adjustments to the technical documentation. The expected cost of the work was over UAH 15 million, and all work should be completed by December 25, 2026.

The auction took place on April 24, with two companies applying for the contract: Zelena Stolytsia and Budinfrastruktura Construction Company. The latter was recognized as the winner, with its bid being UAH 163 thousand less than the expected purchase price.

The outpatient clinic is to be equipped with offices for doctors, a treatment room, and a vaccination room. It is also planned to install solar panels for energy supply and a rainwater collection system for technical needs.

But this is not the first attempt to find a contractor. For example, in March 2024, the Kherson Regional Medical Association announced the start of construction of a new outpatient clinic in the village of Davydiv Brid, explaining the need for the project by the destruction of the old one by Russian troops. The work was ordered by New Heat Technologies LLC, which was supposed to complete the construction by the end of 2024, but did not finish on time.

According to the Youcontrol online system, the company was registered in 2018 with a registered capital of UAH 200 thousand. The main KVED is the construction of residential and non-residential buildings.

The company earned more than UAH 55 million from public procurement.

The company was involved in several criminal investigations. For example, according to the decision of the Zaporizhzhia District Court, the pre-trial investigation found that during 2020, the company's executives, without performing construction work under the concluded contracts, falsified the acts of work performed and thus misappropriated budget funds, causing financial losses.

During the investigation, it became known that a tender was announced for the reconstruction of a municipal institution in the Mykhailivskyi district of Zaporizhzhia region. Under the terms of the contract, it was necessary to carry out major repairs, including insulation and replacement of windows, with the total cost of work amounting to almost UAH 2.85 million. However, as of January 18, 2021, only 60% of the work had been completed.

However, the court noted that the investigator did not provide clear evidence to confirm that the work was indeed not completed by 40%. Since the investigator could not accurately determine the amount of work performed, the court dismissed his motion.

Also in Posad Pokrovsky, a Black Sea company associated with a former MP from Trukhanov's and the Party of Regions' parties was awarded the contract for the construction of the Security Center. The company has already won tenders for more than a billion hryvnias and is involved in criminal and journalistic investigations.
