Construction of an ASC in Mykolaiv Oblast took two years and cost half a million more

A modular Administrative Service Center has been under construction in Bashtanka for more than two years. Since the start of the project, the estimate has been increased several times and has now risen by almost half a million hryvnias.

This was reported by the Center for Public Investigations.

The Bashtanka City Council announced the tender according to the Prozorro public procurement system back in 2023. The construction cost amounted to UAH 1 million 635 thousand. For these funds, the winner of the tender had to prepare the foundation, supply water and electricity, and build the ASC from containerized blocks. The terms of reference also included the installation of bins, bicycle parking and benches.

The auction took place on August 21, 2023, with only one participant, individual entrepreneur Volodymyr Yelantsev, who was awarded the contract. The contractor was supposed to complete the work by October 31, 2023, but in November the contract was amended, and in March 2024 the contract was terminated. Under the contract, the contractor received UAH 801,988.

The design and estimate documentation for the working project was approved by the executive committee of the Bashtanka City Council. The decision states that the total estimated cost of construction is UAH 1 million 412 thousand 515.

Also, the decision "On Approval of the Title List of Capital Expenditures of the Budget of the Bashtanka City Territorial Community for 2024 in the New Edition" states that UAH 863 thousand 482 will be spent on continuing the work.

At the same time, according to the DREAM ecosystem, the Bashtanka City Council financed the construction of the ASC in 2023 in the amount of UAH 1 million 847 thousand 919. Of these, UAH 172,660 was planned for design, and UAH 1,675,259 for construction.

Thus, the cost of building a modular ASC in Bashtanka increased by UAH 435,404.

And in Mykolaiv, the cost of equipping the Administrative Service Center (ASC) exceeded nine million hryvnias. The repair work is being carried out by a contractor who has repeatedly received orders from city departments, and the agreement with him has been extended for another year. The total cost of the project is UAH 8.9 million, of which more than UAH 800 thousand was allocated from the local budget, and UAH 5.6 million was provided by Denmark, the city's permanent international partner.

In addition, the construction of a residential complex for internally displaced persons is planned in Mykolaiv region. The project will require more than UAH 3 billion. It is planned to build an apartment building in Pervomaisk for temporary residence of IDPs.
