Criminal proceedings were initiated under Part 3 of Art. 212 of the Criminal Code of Ukraine (tax evasion on a large scale).

Meanwhile, at the end of October, employees of the State Bureau of Investigation conducted searches at the territorial office of the Bureau of Economic Security in Odesa region.

According to local journalist Iryna Hryb, law enforcement officers were checking for possible tax evasion by several grain traders, which could be part of a scheme to fraudulently engage in the grain market. Another journalist, Taras Seredich, wrote about the involvement of the heads of the Odesa Prosecutor's Office and local customs in the criminal scheme. According to him, the scheme was run by Dmytro Verbytskyi, a former deputy of former Prosecutor General Andriy Kostin.

However, Maksym Kondratiuk, a senior detective of the Territorial Department of the Bureau of Economic Security in Odesa region, managed to declare new real estate worth more than UAH 4 million. At the same time, the detective's annual salary is 420 thousand hryvnias. He bought the apartment on October 24, 2024, with a one-time expense of UAH 844.2 thousand.
