In 2025, the Infrastructure Restoration and Development Service spent billions of hryvnias in Odesa region. Among the largest expenditures were the construction of group water pipelines, overhaul of state roads and reconstruction of fuel and energy sector facilities.
Intent analyzed the most expensive procurements using the Zakupivli.pro platform to find out what exactly taxpayers' money was spent on.
It is worth noting that the analysis is based on the expected value of procurement, as the initial price may decrease during auctions.
The most expensive procurement of the Restoration Service since the beginning of 2025 was the overhaul of the T-16-07 Izmail-Kilia-Vylkove highway, bridge at km 37+985. More than UAH 37 million was allocated for additional work.
Significant expenses were also spent on the maintenance of border crossing points, amounting to 40 million. In April 2025, the Restoration Service in Odesa region announced two large-scale tenders for the comprehensive maintenance of border crossing points. The first one was for List 1, which includes Reni-Gyurdzhiulesti, Dolynske-Chyshmikioi, Vynohradivka-Vulkenesti, Tabaky-Myrne, and Novi Troiany-Chadyr-Lunga checkpoints, for which it was planned to spend UAH 26.06 million.
The second is list No. 2, which covers checkpoints Maloyaroslavets 1- Chadyr Lunga, August 1-Basarabianska, Lisne-Seits, Starokozache-Tudora, with a budget of 14.88 million. The services included a wide range of activities: cleaning and landscaping, washing windows and bathrooms, removing household waste, repairing engineering systems, carpentry, maintaining electricity and heat supply, and repairing checkpoint buildings.
The service also continued work on restoring residential infrastructure: the overhaul of a high-rise building in Serhiivka damaged by a missile strike will cost the state more than UAH 21 million, and another UAH 411 thousand was allocated to adjust the project.
Among the most expensive contracts is the operational maintenance of national roads, for which more than UAH 808 million was allocated.
In June, the service ordered the overhaul of the M-15 Odesa-Reni highway (to Bucharest) for more than UAH 179 million. The works included the construction of a parking lot and driver's rest area at km 307+070.
In August, the Infrastructure Restoration and Development Service in Odesa Oblast ordered the maintenance of seven checkpoints at the state border. The works were planned at August 1 - Basarabianska, Vynohradivka - Vulkenesti, Dolynske - Csiszmikioi, Lisne - Seitsi, Maloyaroslavets 1 - Chadyr Lunga, Novi Troiany - Chadyr Lunga, and Starokozache - Tudora.
The most expensive repairs were at Starokozache - Tudora - almost UAH 25 million, Vynohradivka - Vulkenesti - over UAH 24.3 million, and Augustove 1 - Basarabianska - about UAH 24.2 million. Four other facilities were estimated at UAH 17.6-17.7 million each.
In total, more than UAH 144 million was planned to be spent on the current repair of border crossing points in Odesa region in August.
At the end of October 2025, the Odesa Oblast Infrastructure Restoration and Development Service announced two separate tenders for the construction of group water pipelines to meet agricultural needs. One of them was for the construction of the Suvorov group water pipeline with an expected cost of UAH 2.679 billion, and the other was for the Bolhrad water pipeline, which was estimated at UAH 1.578 billion. Initially, one tender was canceled due to violations, and a complaint was filed with the Antimonopoly Committee. Subsequently, the contractor was selected.
In November, amid constant hostile shelling and blackouts, the recovery service in Odesa region announced a series of procurements for the reconstruction of 11 critical infrastructure facilities in the fuel and energy sector of critical infrastructure, which included the protection of facilities. More than UAH 742 million was planned for this purpose.
Author's supervision was also ordered for six facilities. The largest amount of money will be spent on facility No. 1 - UAH 348 thousand, while five other facilities (No. 2, No. 3, No. 4, No. 6 and No. 11) are estimated at UAH 174 thousand each. In total, more than UAH 1.5 million was allocated for designer's supervision.
In December, the Infrastructure Restoration and Development Service in Odesa Oblast again ordered the maintenance of several checkpoints at the state border. The work will be carried out at Novi Troiany - Chadyr Lunga, August 1 - Basarabianska, Vynohradivka - Vulkenesti, Maloyaroslavets 1 - Chadyr Lunga, Lisne - Seits and Dolynske - Csiszmikioi. The total order value exceeds UAH 23 million.
At the end of the year, a procurement for on-site reconstruction under contract No. 3 was also held, which concerned critical infrastructure facilities in the fuel and energy sector of critical infrastructure. The contract worth more than 55 million went to the company of a deputy with ties to local authorities and criminal proceedings.
Thus, in 2025, the Infrastructure Restoration and Development Service in Odesa region spent more than UAH 6.3 billion on repairing roads, checkpoints, housing and critical infrastructure. The largest funds were spent on the construction of the Suvorov and Bolhrad water pipelines, overhaul of national roads, and reconstruction of fuel and energy sector facilities.
The Department of Municipal Economy of the Odesa City Council also spent tens of millions of hryvnias on repairing and restoring the housing stock. In 2025, about 115 million hryvnias were spent on repairing buildings, restoring elevators and landscaping yards damaged by the war.
