The National Agency of Ukraine for Finding, Tracing and Management of Assets Derived from Corruption and Other Crimes (ARMA) has managed to find a buyer for more than 136 tons of fertilizers stored at the port of Izmail in Odesa region for the third time.
According to the Prozorro.Sale system, the only bidder was Promtorg Group, a limited liability company that agreed to buy the fertilizers for UAH 871,877.
These are 272 big bags with a total gross weight of 136,380 kilograms, which are stored in the open storage warehouse (new ramp) of the State Enterprise "Izmail Sea Commercial Port". The sender, country of manufacture and country of origin are the Russian Federation.
It should be noted that the starting price of the lot was UAH 1 million 453.1 thousand, but the third auction was held in the format of a hybrid Dutch auction.
A hybrid Dutch auction is a price reduction bidding, during which the initial value of a lot is reduced step by step until one of the participants stops the reduction. Then comes the stage of closed bids: other participants can offer a price higher than the fixed price. The winner is the one who offered the highest amount. However, the bidder who stopped the decline in the first stage has the right of last resort and can outbid the opponent in the third stage.
According to the YouControl service, Promtorg Group LLC was registered in Kyiv on July 11, 2024. The owner is currently Anna Shalata, registered in the Kherson region.
The winner of the auction will have to pay customs duties in the amount of UAH 931,287 to the ARMA account according to the certificate of total customs duties sent by Odesa Customs.
The auction, which was scheduled for March 21 with a halved starting price of UAH 1 million 453,100 thousand, did not take place due to the lack of bidders.
Nitroammophoska (Azofoska) is a universal fertilizer with a high content of three components: Nitrogen (N), Phosphorus (P) and Potassium (K). It consists of water-soluble granules of 1-5 mm. This fertilizer helps to strengthen plant resistance to diseases and frosts, and increases yields.
The first auction was scheduled for March 10, but there were no takers.
