The Department of Urban Planning, Architecture, Capital Construction and Development Project Support of the Mykolaiv Regional State Administration plans to spend UAH 19.3 million to transform an old boiler house in Voznesensk into a multifunctional hub.
According to an announcement on the public procurement website Prozorro, the old boiler house building will be modernized into a multifunctional point of interaction, which will include an art gallery, a workshop, and a graphics school.
The department announced the open bidding with specifics on November 15, and will accept proposals until December 2. The expected cost of the work, according to the institution, is UAH 19 million 327 thousand. The contractor must complete the work by December 31, 2025.
Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. The period for submitting bids is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.
Earlier, the Voznesensk City Council posted a project for the reconstruction of a boiler house in the DREAM digital system. However, its cost there amounted to UAH 17 million 712 thousand. The city council noted that the creation of such a hub should bring together various resources, tools, and experts to support the development of startups, small businesses, or projects in a particular area.
"The hub will help participants gain access to new knowledge, financial support, mentoring, and networking, which will help them achieve their goals and grow their business faster. The main functions of such a hub include training, networking, innovation, and attracting investors," the statement said.
