Among the leaders: over 2 billion spent on shelter construction in Odesa region

Odesa region has become one of the leaders in terms of spending on the construction of shelters among the regions of Ukraine and the undisputed leader among the southern regions.

This was reported by a team of YouControl.Market analysts who decided to analyze all winning public procurements with the word "shelter" and found that between February 24, 2022, and November 19, 2024, 46,888 tenders with the word "shelter" were held in the Prozorro procurement system, where the winners were determined.

In Odesa region, such tenders were held for a total amount of UAH 2.2 billion, which put the region in fourth place in Ukraine after Kyiv, Kyiv region and Dnipropetrovska oblast.

As for Mykolaiv and Kherson regions, they were second to Odesa in terms of these expenditures. In Mykolaiv region, 800 million hryvnias worth of tenders were held, and 600 million hryvnias in Kherson region.

In total, according to researchers, Ukraine held successful tenders for the construction of shelters for UAH 31.3 billion in 1,000 days. The largest amounts of winning public procurement tenders for shelters were won by business entities from Kyiv and Kyiv region: Kyiv - UAH 7.2 billion (23% of the total amount), Kyiv region - UAH 4.2 billion (13%). That is, more than a third of all such procurements are made in the capital region.

Dnipropetrovska oblast is also among the leading regions: almost UAH 3 billion of winning tenders, which is about 10% of the total volume in Ukraine. Kharkiv region (UAH 1.9 billion), Zaporizhzhia region (UAH 1.6 billion) and Lviv region (UAH 1.1 billion) are slightly behind Odesa and the other three.

The smallest number of winning tenders in the sample was in Luhansk region (UAH 0.0002 billion), Zakarpattia region (UAH 0.1 billion), Khmelnytskyi region (UAH 0.3 billion), Ternopil region (UAH 0.3 billion), and Kirovohrad region (UAH 0.4 billion).
