Vyzyrka decided to purchase more urban planning documents

The Vyzyr village council of Odesa district has announced two auctions to select a company that will produce urban planning documentation for the village.

The announcements were published in the Prozorro electronic procurement system.

The first tender involves the search for a developer of a land management project to establish the boundaries of the territory of the Vyzyrska rural territorial community, and the second involves the production of a technical report on cadastral survey of the community's territory.

Both procurements are scheduled for December 9 in the format of open bidding with specific features and a total expected procurement value of UAH 2.8 million.

In August, the Vyzyr village council in Odesa Oblast announced a tender to select a company to be paid for the production of urban planning documentation. The plan was to digitize the topographic base of the Vyzyr rural territorial community at a scale of 1:2000 and a scale of 1:10,000 using geographic information technologies.

But then all the proposals of the contestants were rejected. The participants were the Architecture Geodesy Land Management Consortium, the Land Management and Geodetic Solutions Consortium, and Analytics Limited Liability Company. The second attempt was made in September, and then there were two participants from both consortia. Finally, in early November, a third attempt was made. Two consortia participated in that tender again, and the winner was eventually recognized as Land Management and Geodetic Solutions.

At the same time, the consortium agreed to work for UAH 13 million 249.7 thousand, which was more than its competitor.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days.

Often, there is no auction during such tenders, so the participant has no competitors.

According to the Ministry of Economy, from December 14 to December 20, 2022, 306 successful Prozorro tenders out of 347 were completed with one participant. That is, almost 90% of procurements during this period were made with a single bidder.

However, after the beginning of the full-scale invasion of the Russian Federation, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.

Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
