Restorer of the house in Odesa damaged by Russians for 46 million was chosen without auction

The Department of Municipal Economy of the Odesa City Council has selected Stroy-Invest-Group-7, a limited liability company, as the only bidder for the right to restore an apartment building at 8-B Shevchenko Avenue, damaged as a result of the armed aggression of the Russian Federation.

This is stated in the Prozorro electronic procurement system, according to the Center for Public Investigations.

The procurement was conducted in the format of open bidding with special conditions, and the company will receive UAH 45 million 848.8 thousand for the work if the agreement is concluded. According to the service, YouControl LLC "Stroy-Invest-Group-7" is registered in Odesa. The owners are Oleksandr Zinchenko and Dmytro Romanyuk from Odesa.

Earlier, the State Audit Service of Ukraine published its own rating of the ten most expensive procurements for the restoration of civilian facilities affected by the aggression of the Russian Federation announced last week, which was headed by two tenders from Odesa region.

One of them was the tender of the Department of Municipal Economy of the Odesa City Council, which is looking for a contractor to restore the common property of an apartment building at 8-B Shevchenko Avenue in Odesa. The auction in the format of open bidding with special conditions was scheduled for December 2 with an expected purchase price of UAH 45 million 851.3 thousand.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the start of the full-scale invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
