One hundred million for safety: the state finances construction of a shelter for a school in Kherson region

The state has allocated more than UAH 100 million for the construction of a school shelter.

This was reported by the Center for Public Investigations with reference to the Dream ecosystem.

A new construction of a civil defense shelter for the Velyko Oleksandrivska secondary school No. 2 is planned. The project belongs to the program of comprehensive restoration of Kherson region and is being implemented by order No. 873 of 19.12.23 of the head of Kherson Regional State Administration Oleksandr Prokudin.

The balance holder is the Velyko Oleksandrivka Village Council, and the project initiator is the Department of Territorial Development of the Kherson Regional State Administration.

The estimated budget of the project is 109 million 480 thousand hryvnias. Of this amount, 108 million is allocated for construction, and 1 million 480 thousand hryvnias were allocated for design.

The legal basis for providing funding for the construction of the school shelter is Resolution No. 954 of the Cabinet of Ministers of Ukraine of August 20, 2024. This is an additional subsidy from the state budget to local budgets for the exercise of the powers of local governments in the de-occupied, temporarily occupied and other territories of Ukraine that have been negatively affected by the full-scale armed aggression of the Russian Federation.

In December 2023, a tender was held for the development of project documentation. A contract for UAH 1 million 480 thousand was signed with KB ARCHPROSTIR.

The project should be completed by December 25, 2024. Recently, on November 18, the agreement was amended. The agreement specifies a different name for the company - NDSC PROJECT LLC.

According to the project plan, the estimated construction area is 2167.7 square meters, the number of people that the protective structure can accommodate is 720 people. The project development should include inclusiveness, restoration of the surrounding area, and stadium arrangement. It also includes the installation of solar panels.

According to the YouControl online analytical system, KB ARCHPROSTIR was registered in 2010 in Lutsk with a registered capital of one thousand hryvnias. The company earned 54 million 228 thousand 429 hryvnias in public tenders. It has already been the subject of a journalistic investigation. Journalists accused this design bureau of monopoly and ties to the Lutsk City Council.

Also in the Kherson region, there are plans to restore an educational institution damaged by Russian aggression. More than 81 million hryvnias are planned to be raised for this purpose. It is planned to overhaul the building of the Borozensky secondary school of the Borozensky village council of the Kherson region.

In addition, the Beryslav Taras Shevchenko Center for Culture and Leisure is to be renovated. More than fifty million hryvnias are planned to be raised for this purpose. According to the passport, the cost of the center in 2003 was 337,710 UAH. The building itself was constructed in 1960.
