A shelter for a high school will be built in the Kherson region at a cost of 57 million

The Chornobaivka Village Council has announced a tender for the construction of a new fallout shelter for the Kyselivka Gymnasium in the village of Kyselivka, Kherson District. The estimated cost of the project is 57.09 million UAH.

According to the tender documentation, the shelter will be built on the school grounds at 46a Osvitiana Street. The procurement is being conducted as an open tender, and the subject of the tender is the new construction of a radiation shelter (DK 021:2015 code – 45216129-4 “Construction of shelters”).

The project is being implemented as part of the Ukraine Facility program, which provides financial support to Ukraine from the European Union. At the same time, the documentation notes that the content of the tender documents does not necessarily reflect the official position of the EU.

Construction will be financed primarily through a state subsidy under the Ukraine Facility—53.46 million UAH—with an additional 3.63 million UAH provided by the local budget as co-financing.

Construction of the shelter is scheduled to be completed by December 25, 2027. The documentation also stipulates that not only Ukrainian companies but also participants from European Union countries, Moldova, Georgia, the Western Balkan states, and other countries specified by the Ukraine Facility rules may participate in the tender.

The winning bidder will be selected based on a single criterion: the lowest price.

The Ukraine Facility is a four-year (2024–2027) financial support program from the European Union totaling 50 billion euros, aimed at ensuring macrofinancial stability, reconstruction, and bringing Ukraine closer to EU standards.

Recently, the construction of shelters in Kherson—for which hundreds of millions of hryvnias were allocated—has come under investigation. Investigators are examining whether officials from the Capital Construction Department misused budget funds under the guise of construction work.

Meanwhile, Kherson plans to increase the number of shelters and construct at least 50 new basic protective structures by 2026.
