A person involved in journalistic investigations will build a warning system in Mykolaiv region for 86 million

The Civil Defense Department signed an agreement to build a warning system for Mykolaiv region with a company that had been the subject of several investigative reports. The company had no competitors in the bidding.

This was reported by the Center for Public Investigations with reference to the Prozorro electronic procurement system.

A new construction of a territorial automated centralized warning system in Mykolaiv region is planned. The customer is the Civil Protection Department of Mykolaiv Regional State Administration. The construction of the alert system is to be completed by December 31, 2025.

Interestingly, the deadline for submitting bids in the procurement announcement was December 10, but the date of the auction was not specified. And at 00.00 on December 10, UKRZALIZNICHAVTOMATIKA LLC submitted its proposal. No one else but this company submitted a bid. The winner was announced on the same day at 15:45, at the same time as the intention to conclude the contract was announced.

According to the YouControl online analytical system, the company was registered in 2010 in Kyiv with a registered capital of UAH 30 thousand.

During 2023-2024, Ukrzaliznychavtomatika LLC was involved in nine journalistic investigations.

The company was accused of monopolizing the market of warning systems, in connection with a deputy who is currently hiding abroad due to corruption, and Russian companies.

The company earned UAH 46 million 37 thousand 907 from public procurement. At the same time, 45 million 422 thousand 608 hryvnias were earned in 2024 alone. This indicates that the company started actively participating in public tenders only this year.

The main beneficiaries were village councils, executive committees, emergency management departments, and utility companies in different regions of Ukraine.

Earlier, the contract for road maintenance in Mykolaiv region was given to the company of an Odesa MP from the banned OPFL. The company receives more than four million hryvnias for two weeks of work. The Housing and Communal Services Department of the Yuzhnoukrainsk City Council of Mykolaiv Oblast signed a contract for road maintenance without holding an open tender. The works, worth UAH 4.3 million, will be performed by Berezivkaagroshlyakhbud, an Odesa-based company.

Mykolaiv also signed an agreement to adjust the project documentation for road repairs for half a million without an auction. The agreement was signed with a company that was involved in a criminal case in 2020 over the embezzlement of budget funds in Zakarpattia region.
