Gifts, 21 cars and 171 million in cash: how the political elite of Mykolaiv City Council lived

Members of Mykolaiv City Council declared more than UAH 131 million in income and almost half a billion in savings, most of which they keep in cash. The declarations include dozens of properties, luxury cars, million-dollar gifts from relatives, and real estate abroad.

The Center for Public Investigations and Intent analyzed the declarations of 48 MPs for 2025.

Salaries in the shadow of dividends and gifts

The rating of MPs' income is headed by Tetiana Dombrovska. In 2025, she declared 13.49 million hryvnias, and almost all of this amount is personal income. The main source is dividends from her own business, which amounted to UAH 13.32 million. At the same time, not a single hryvnia of salary is listed in the declaration. For comparison, in 2024, her income amounted to UAH 8.81 million, meaning it more than doubled in a year.

Serhiy Kantor came in second with a total income of UAH 12.37 million. The bulk of this amount - UAH 9.32 million - is accounted for by his family's income from entrepreneurial activities. Personally, the MP declared UAH 2.36 million in business income, UAH 382 thousand in salary and UAH 283 thousand in pension. At the same time, compared to 2024, when Kantor was the leader of the ranking with UAH 17.04 million, his total income decreased by a quarter.

The most noticeable increase was demonstrated by the City Council Secretary Dmytro Falko. While in 2024 he declared 2.29 million hryvnias of income, in 2025 he already had 7.06 million. However, the structure of these incomes shows that the main increase was provided not by salary or business, but by gifts. Falco personally received UAH 795 thousand in salary and UAH 1.5 million in dividends. Another UAH 270 thousand was given to him by his father Volodymyr Falco. The largest contribution was an in-kind gift to the daughter of the City Council Secretary, Oleksandra, worth UAH 3.55 million. In addition, another UAH 250 thousand was transferred to his wife Yulia as an internal family transfer. In total, gifts and dividends exceeded the official salary of the official by four times.

Vitaliy Kim was fourth in the ranking with UAH 6.94 million in income. Most of it - UAH 4.33 million, or 62 percent - was provided by his wife. The MP declared UAH 2.14 million in salary and another UAH 470 thousand in other income. His wife received mainly income from entrepreneurial activity - UAH 3.48 million, and another UAH 490 thousand from the sale of property. Compared to the previous year, the family income grew slightly: from UAH 6.27 million to UAH 6.94 million, or by about 11 percent.

Oleg Afanasiev took fifth place with UAH 6.85 million in total income. At the same time, he personally earned only UAH 960 thousand: UAH 880 thousand from business activities and UAH 86 thousand from salary. The rest - UAH 5.89 million, or 85 percent of the total amount - was declared by his wife Tetiana. The main sources were UAH 3.11 million in business income and UAH 2.65 million from the sale of real estate. Compared to 2024, when the family declared 6 million hryvnias, the income increased by 14 percent.

Hanna Remennikova, head of the Ingul district administration, has a similar situation. Out of her 5.1 million hryvnias of income, 84 percent is her family's money from business. Rustamjan Sadridinov declared 6.1 million hryvnias, and almost all of this income - 5.99 million hryvnias - came from business activities. His salary amounted to only 134 thousand hryvnias.

Natalia Horbenko declared 6.4 million hryvnias of income, but a significant part of these funds is of a one-time nature. In particular, she received UAH 3.1 million from the sale of real estate, and another UAH 1.18 million from the sale of securities. Salary and business income together amounted to only about UAH 1.5 million.

At the same time, one MP, Andriy Kucherenko, declared zero income. Four other MPs reported less than 200 thousand hryvnias of annual income: Valeriy Dashevsky, Oleksandr Kovtun, Ruslan Moskalenko, and Yelyzaveta Trischanovych.

Cash, half a billion in savings and loans

The leader in savings is Serhiy Kantor, who declared 171 million hryvnias, which is more than the sum of savings of all other MPs in the top ten together. Over the year, his wealth increased by 17 million: last year, he kept 154 million. Almost all of the funds belong to the MP personally - 169 million, and another 1.9 million is declared for his daughter. The largest part of his savings is made up of funds lent to third parties - 110 million hryvnias, or more than 64% of the total amount. Kantor keeps about 34 million in cash in euros and dollars, and another 23 million in bank accounts in different currencies.

Mykola Kapatsyna took the second place with UAH 69.94 million in savings. The MP declared all his funds personally. He keeps 23.5 million hryvnias in cash: 430 thousand euros, 20 thousand dollars, and 1.2 million hryvnias. Another 17.3 million is kept in bank accounts, mostly in foreign currency. In addition, the MP lent UAH 29.2 million in various currencies to third parties. Compared to the previous year, his savings decreased by almost 10% to UAH 77.48 million.

The third position was taken by Svitlana Babarika, who declared UAH 37.88 million. She keeps almost all of her funds in cash: over 24.9 million in euros and about 12.7 million in dollars. The MP keeps only a few thousand hryvnias in various bank accounts. Over the year, her savings decreased by 13% to UAH 43.42 million.

The fourth place is occupied by Oleksandr Medvedev with 23.84 million hryvnias of savings. The MP personally keeps 15.25 million hryvnias: most of it in cash in dollars and euros, and almost half a million in bank accounts. His wife declared another UAH 8.59 million in foreign currency cash and accounts. Compared to 2024, the total amount remained almost unchanged and decreased by only 5%.

Artem Iliuk rounds out the top five with UAH 21.98 million in savings. The MP himself keeps 19.58 million, mostly in cash in dollars, euros, and hryvnias. His wife keeps another 2.4 million hryvnias in cash. The family did not indicate any bank accounts in the declaration. Over the year, Iliuk's savings grew by 5%, from UAH 20.97 million.

In total, 48 MPs declared 484 million hryvnias in savings. Almost all of this amount is in cash: UAH 483 million, or 99.8% of the total. The MPs keep only UAH 58.8 million in their bank accounts, and another UAH 166 million they have lent to third parties. At the same time, nine MPs did not declare any savings at all.

The situation with Oleksandr Bereza stands out: despite 11.5 million hryvnias of family savings, the MP did not declare a single hryvnia personally - all funds are registered in his wife's name. The situation is similar for Oleh Afanasiev, where all 4.2 million hryvnias are registered to his family, Ruslan Moskalenko, with 3.1 million hryvnias exclusively to his wife, and Olena Kuzmina, who has 96% of her 2.5 million hryvnias in savings owned by family members.

Apartments in the EU and 60 properties

The rating of residential real estate is headed by Dmytro Ivanov. His declaration includes 2,737 square meters of housing in 25 properties, but none of them are registered directly to the MP. All the properties are registered to his wife Olena Ivanova: 24 apartments in Mykolaiv ranging in size from 61 to 179 square meters and a 168-square-meter house in Ternuvate, Mykolaiv district. Ivanov himself does not appear in the residential real estate section at all.

Vladyslav Chaika ranks second with 1,437 square meters in 15 properties. Most of the real estate belongs to him personally: 1,205 square meters, or 84% of the total. The largest property is a 666-square-meter residential building registered to the MP himself. He also owns twelve apartments ranging in size from 36 to 64 square meters in joint fractional ownership with Oleksiy Pelipas. Another 232 square meters are registered in the name of Iryna Bergman, whom the MP lists as a cohabitant without marriage registration: a 60-square-meter apartment in joint ownership and a 173-square-meter apartment where both have the right to use.

The third in the ranking is Serhiy Kantor with 1,097 square meters in four properties. About three quarters of the real estate is the deputy's personal assets: 823 square meters. He owns two houses in Mykolaiv with an area of 729 and 94 square meters. The rest of the housing belongs to his wife Natalia Kantor: two apartments in Mykolaiv with an area of 198 and 76 square meters.

Tetiana Dombrovska takes the fourth position with 818 square meters in nine properties. She personally owns five apartments in Mykolaiv and Odesa, with areas of 86, 206, 76, 20 and 30 square meters. The total area is 618 square meters. Another 200 square meters are jointly owned with her son Mykola Dombrovsky: apartments of 33, 123 and 82 square meters and a 163-square-meter house. In each of these properties, the shares are divided equally - 50/50.

Mykola Kapatsyna rounds out the top five with 730 square meters of residential real estate in seven properties. The MP personally owns 478 square meters: a 232-square-meter house in Odesa, a 162-square-meter apartment, and another 85-square-meter house in Mykolaiv. Another 253 square meters are registered to family members. The 93-square-meter apartment in Odesa is jointly owned by his son Georgiy and daughter Sofia. Two apartments in Kyiv - 45.5 and 114 square meters - belong to his wife Anastasia. A 179.5-square-meter apartment in Austria is listed separately in the declaration, but it is a lease, not a property right.

Foreign residential real estate was declared by five MPs - a total of nine properties. The formats of use vary: from private ownership to lease and right of residence. Natalia Horbenko owns three rooms in Bulgaria with an area of 39.9, 58.3, and 43.7 square meters. Serhiy Shcherbakov co-owns an apartment in Poland with an area of 75.96 square meters. Nikolay Kapatsyna rents an apartment in Austria, and Anna Nord rents a 68-square-meter apartment in the Grüne Mitte complex in Berlin. Dmytro Falko declared two apartments in Poland and a 12-square-meter room in London, where his daughters live while studying. In the declaration, this is listed as a right of residence, not property.

In total, the top 5 MPs declared 6,819 square meters of residential real estate in 60 properties.

Warehouses, offices and thousands of square meters

Dmytro Falko is the top-ranked MP in the non-residential real estate ranking. He has declared 9,074 square meters in four properties, all of which are registered in his name. Most of his property is concentrated in Tokarivka, Kherson region: there, Falco owns two buildings of 6,466 and 1,257 square meters, which is a total of more than 7,700 square meters. Two more properties are located in Mykolaiv, with premises of 1,333 and 17 square meters. The family is not mentioned in this section of the declaration.

The second place is occupied by Vladyslav Chaika, who declared 34 non-residential properties with a total area of 5,596 square meters. At the same time, only 2,083 square meters belong to him personally - these are warehouses, an office and non-residential premises in Mykolaiv. Chaika registered the remaining 3,513 square meters to Iryna Bergman, whom he lists as a person living with him without a formal marriage. She owns a 700-square-meter warehouse in Lupareve, Mykolaiv district, an 825-square-meter facility, 310-square-meter non-residential premises, and a number of smaller properties, including three garages of 30, 30, and 29 square meters.

The third position is held by Rustamjan Sadridinov with 4,483 square meters of non-residential real estate in two properties. Both of them are registered personally to the MP. One of the 850-square-meter properties is located in Ivanivka, Mykolaiv district, and the other, with a total area of 3,633 square meters, is also in Mykolaiv district. No family members are listed in this section of the declaration.

The fourth in the ranking is Serhiy Kantor. He declared 3,120 square meters in four non-residential properties, all of which belong to him personally. The largest premises are located in Mykolaiv - these are 1,343 and 1,273 square meters. Another property in the city has an area of 341 square meters, and a 163-square-meter facility is located in Koblevo on the Black Sea coast. No real estate in this section is registered for his wife or other family members.

The fifth place is occupied by Andriy Turitsa, who owns 2,459 square meters of non-residential real estate in seven properties. All of them are registered in his name. The largest asset is a 2,305-square-meter building in Mykolaiv. Turitsa also declared a 52-square-meter property in Heroic, Skadovsk district, two garages and several other small premises in Mykolaiv. His family does not appear in this section of the declaration.

Dmytro Ivanov is worth mentioning separately. He declared 38 non-residential properties in Mykolaiv with a total area of 1,474 square meters. Together with 25 residential properties, his portfolio already includes 63 real estate objects.

Family hectares of MPs' families

Mykola Kapatsyna leads the ranking of landowners: He declared 48.12 hectares of land in 14 plots. Most of the land is concentrated in Dovha Prystan, Pervomaiskyi district, where he owns several plots of 3 to 5.4 hectares each. Another 0.1 hectare is in Mykolaiv. All 48 hectares are registered personally to Kapatsyna. His land bank has hardly changed over the year: last year it amounted to 48.06 hectares.

Victoria Pereverzieva ranks second with 44.65 hectares in 13 land plots in Voznesenskiy district. At the same time, almost all of the land - 42.65 hectares or 95% - is registered to family members. The largest plots are located in Krutoyarka, Malenivka and Yasnohorodka. The MP personally owns only 2 hectares and another 1.38 hectares in Yelanka.

The third position is occupied by Iryna Boychenko, who declared 34.53 hectares in 14 plots. All of them are located in Kostychi, Bashtanka district. Part of the land belongs to the MP personally - these are plots of 4.8, 4.3 and 3.01 hectares. The rest is registered for the family: among them are several plots of 4, 3 and 2 hectares.

The fourth in the ranking is Olena Kiselyova with 13.71 hectares of land in 14 plots. Almost all of the land - 13.33 hectares - is registered to family members. In particular, seven plots of 2 hectares each are located in Mykolaiv district. The family has several other small plots in Mykolaiv and Central district. The MP personally owns only 0.38 hectares.

The top five landowners are rounded out by Dmytro Falko with 10.66 hectares in 11 plots. Almost all of the land is registered personally to the MP. He owns plots in Voskresenske, Mykolaiv district, Tokarivka, Kherson region, and Halytsynove. Only one plot of 0.1 hectare in Balovne is registered to his family. Falk's land assets are located in several districts, and some of them are in Kherson region, near the war zone.

Luxury cars, motorcycles and trucks

Mykola Kapatsyna holds the record for the number of vehicles: He declared 21 vehicles, 18 of which belong to him personally. The MP's fleet includes two motorcycles Kawasaki Vulkan (2016) and Indian (2016), a Jaguar XK SUV (2012), and several Audi cars. Three more vehicles are registered to family members.

Olena Kiselyova ranks second with nine vehicles, but her ownership structure is the opposite of Kapatsyna's: seven vehicles are registered to her family, while she personally owns only two. Among the declared vehicles are ZAZ 110307 (2000), Chevrolet Aveo (2007), and a SAZ 3507 truck, which is quite atypical for MPs' declarations.

Andrii Turitsa also declared nine vehicles. Six of them belong to him personally. Among the main cars are Toyota Land Cruiser 200 (2013), Toyota Proace (2016), and VAZ 212140. Three more vehicles are registered to the MP's family.

The fourth position is occupied by Dmytro Ivanov with four vehicles. He personally owns only a Land Rover Discovery Sport (2018), while the rest of the vehicles, including a 2010 Land Rover Discovery and a Renault, are registered to family members.

The top five is rounded out by Dmytro Falco, who declared four vehicles. Three of them belong to him personally: Mercedes-Benz S 500L (2012), Thiel R563 trailer (2009) and Toyota C-HR Hybrid. Another vehicle is registered to his family.

Among other interesting items in the declarations: Oleh Afanasiev declared a BMW X3 (2018) and a DENZA Z9GT (2024), a Chinese premium electric car. Ruslan Moskalenko declared a BMW R1200GS motorcycle (2012), a Toyota Venza (2014), and a BYD Song Plus EV (2025).

Anomalies and the unusual

Zero savings with millions in income

Five MPs declared significant incomes - from 500 thousand to 6.4 million hryvnias - but did not indicate any savings. Dmytro Ivanov has the highest income among them - 6.4 million hryvnias. Also, Serhiy Shcherbakov with an income of 3.2 million, Anatoliy Petrov with two million, Mykola Kartsev with one million, and Dmytro Sichko have no savings.

Families are the main source of income. For ten MPs, most of the family budget is formed by the income of family members. Oleh Afanasiev is the most dependent on family funds: 85 percent of his total income of 6.85 million hryvnias was provided by his family. Hanna Remennikova's situation is almost the same - 84 percent of 5.1 million hryvnias. Sergiy Kantor, Dmytro Falko and Vladyslav Kim also declared more than 60 percent of their family income.

Millions - only for their wives

Oleksandr Bereza, with total savings of UAH 11.5 million, did not declare a single hryvnia personally - all funds are registered to his wife. Ruslan Moskalenko, whose entire UAH 3.1 million belongs to his family, and Oleh Afanasiev, whose family declared all UAH 4.2 million in savings, did the same.

63 real estate objects in one declaration

Dmytro Ivanov declared 63 real estate objects at once: 25 residential and 38 non-residential. The total area of the property exceeds 4,200 square meters.

Million-dollar gifts from a relative

Dmytro Falko and a member of his family received gifts worth more than UAH 3.8 million from Volodymyr Falko, who is probably the father or brother of the council secretary. The deputy declared UAH 270 thousand as a gift, and a family member declared an in-kind gift worth UAH 3.55 million.

Foreign real estate is mostly not owned

Five MPs declared nine properties abroad. Only Horbenko's rooms in Bulgaria and Serhiy Shcherbakov's apartment in Poland are owned. Other properties are rented or used by MPs based on their right of residence: Mykola Kapatsyna - in Austria, Yuriy Nord - in Berlin, and Dmytro Falk's children live in housing in Poland and London.

Land near the front

Dmytro Falko declared two plots of land with a total area of two hectares in Tokarivka, Kherson district. The village is located near the front line.

Results.

The declarations of Mykolaiv city council members for 2025 showed that 48 elected officials earned a total of 131 million hryvnias and accumulated almost 484 million hryvnias in savings. The majority of these funds are kept in cash. The banking system in the city, which has suffered widespread destruction due to the full-scale invasion, has not yet become the main way for many to save money.

The highest income was declared by Tetiana Dombrovska, with 13.49 million hryvnias. She received almost all of this money in the form of dividends from her own business. Her income increased by 53 percent over the year. Serhiy Kantor, on the other hand, declared the largest savings - 171 million hryvnias. Of this amount, he gave out 110 million as loans to third parties.

Dmytro Falko, the city council secretary, tripled his income over the year. At the same time, he received more than four million hryvnias out of the declared seven million as gifts from a person with the same surname.

In the declarations of MPs Kim and Afanasiev, a significant part of their income came from their wives: their earnings accounted for 62 to 85 percent of their family income. Mykola Kapatsyna declared 21 vehicles, 48 hectares of land, and seven real estate objects. Dmytro Ivanov and his family own 63 properties.

At the same time, five MPs, despite having incomes ranging from 500 thousand to 6.4 million hryvnias, did not declare any savings. Three more MPs - Andriy Yermolaiev, Stanislav Martyrovsov, and Serhiy Tanasov - did not file any declarations at all. According to the editorial office, they are serving in the Armed Forces of Ukraine.
