Dividends, cash, and missing crypto: what Odesa Regional Council deputies declared in 2025

The traditional declaration season has once again opened up the financial life of the Odesa Regional Council. 75 deputies declared a total of over UAH 1.16 billion in savings and UAH 615.7 million in income for 2025.
The Center for Public Investigations and Intent analyzed the wealth of the richest and compared it to the previous year.
Dividends, inheritance and agribusiness
The income ranking in 2025 is headed by Oleh Kutateladze, a member of the Servant of the People political party, with UAH 295.6 million in total family income. Despite this impressive figure, it is 10% less than last year: in 2024, the family declared UAH 328.1 million. Kutateladze's personal income decreased from UAH 316.3 million to UAH 281.6 million, while his wife Valentyna Mushynska's income slightly increased from UAH 11.8 million to UAH 13.9 million.
The structure of the MP's income is unchanged: it is mainly dividends from his own companies. The largest share is UAH 166.8 million from the Cyprus-based Hique Management Ltd. Next are TIS-Ugol LLC (UAH 44.9 million), Transinvestservice (UAH 22.3 million), Consul (UAH 16 million), Nobilis Fund (UAH 5.7 million), and TIS-Ruda (UAH 1.5 million). Another UAH 19 million came from the repayment of government bonds and interest. His wife earned UAH 8.7 million from renting property of Transinvestservice and UAH 2.6 million in dividends from Vita-555 LLC.
Serhiy Parashchenko Jr. from For the Future party took the second place: UAH 50.2 million, all from his personal funds. A year ago, he was in the top five with UAH 20.3 million, meaning his income more than doubled. Right behind him is Yuriy Kruk from Trust the Deeds: UAH 49.3 million in family income (UAH 42.3 million in personal income). But there is a significant nuance here: UAH 41.4 million of this amount is an inheritance from Yuriy (Borysovych) Kruk's father. The rest is formed by salaries at Trans-Service and UNTK LLC and UAH 7 million of his wife's entrepreneurial income. A year ago, Kruk was not in the top five in terms of income at all.
The fourth is the non-factual Knyaz Khachatryan with UAH 41.8 million, all of which is personal. His main source is Berezivkaagroshlyakhbud LLC: UAH 33 million in dividends and UAH 5.2 million in salary, plus UAH 3.5 million in business income. In 2024, Khachatryan is ranked second in the ranking with UAH 39.7 million, meaning he earns slightly more, although he has dropped a notch down due to the emergence of new players.
The fifth is the former head of the Odesa Regional State Administration and representative of the For the Future party, Serhiy Parashchenko Sr. with UAH 34.3 million in personal funds. The basis is agro-dividends from Tashlyk Agrofirm (UAH 14.2 million), Pavlivka-Agro Trade (UAH 8.4 million) and Company USS LLC (UAH 9.7 million), supplemented by 17 in-kind gifts from Parashchenko's brother Oleksandr, worth hundreds of thousands of hryvnias each.
Outside the top five, but among the notable: Alla Hinak from "For the Future" - UAH 13.7 million, Oleksandr Malaniuk from "Servant of the People" - UAH 11.1 million, Maryna Zinchenko, also from "Servant of the People" - UAH 9.9 million, of which UAH 8.4 million came from the alienation of real estate. The representative of the European Solidarity party, Fevzi Mamutov, should be noted separately: the bulk of his income is a gift from his wife in cash.

A billion for all - and eight with zero
The total amount of declared savings of 75 MPs is UAH 1.16 billion. However, the distribution is extremely uneven: only three positions account for almost half of the total amount. At the other end of the spectrum, there are eight MPs with exactly zero in their accounts: Anosov, Bib Mykola, Derevyanko, Kobylnikov, Mamutov, Orlov, Filonov, Chistyakova.
Kutateladze is the leader again: UAH 394.7 million in family assets (UAH 383.4 million in personal assets). The funds are scattered across several countries: accounts with VST Bank and Ukrsibbank in Ukraine, Santander in Spain, Zapad Bank in Montenegro, Bank of Georgia and Emlak Katılım Bankası in Turkey. Cash - 400 thousand euros (personal) and 100 thousand US dollars (wife). Separately, the bank holds 382,340 Turkish liras and 316 pounds sterling. A significant portion of the assets are registered as loans to third parties: Andriy Stavnitser - USD 3.4 million, his son Vitaliy - EUR 830 thousand, several LLCs and individuals - more than UAH 10 million. The debt to the Cyprus-based Hique Management Ltd for EUR 826.5 thousand, taken in 2023, was repaid in full by the end of the reporting period.
The second is Kruk with UAH 194.5 million of family savings (UAH 110.2 million - personal). Last year, it was UAH 133.8 million, an increase of 45%. Most of it is cash in foreign currency: USD 1.41 million, EUR 820 thousand, USD 565 thousand, and another EUR 135.4 thousand in separate amounts, plus UAH 4.65 million. Kruk also lent his son Vladyslav USD 1.07 million and another UAH 11.9 million to third parties.
The third is Ivan Fursin, a non-factional MP: UAH 87 million (UAH 85.7 million - personal), which is slightly less than last year's UAH 94.8 million. But behind the relatively moderate figures is a significant burden: Fursin's financial obligations amount to UAH 52.7 million and USD 3.4 million.
The fourth is Serhiy Parashchenko Jr. with UAH 79 million (all personal). A year ago, he was not among the top five. He has lent UAH 21.2 million to others, but at the same time has eight outstanding loans worth UAH 35.3 million. The fifth is Vadym Teplytskyi, a representative of the European Solidarity party: UAH 47.5 million (UAH 30.5 million - personal). Last year, he was not in the top five.
Right behind the top five are Hinak with UAH 36 million and Khachatryan, who is not a member of any faction, with UAH 31.7 million. The latter donated UAH 15 million, but did not specify to whom. The situation of Parashchenko Sr. is particularly noteworthy: with UAH 36.8 million in savings, he has outstanding loans of UAH 60.5 million and another UAH 40.4 million. The former head of the region has almost three times more debts than his declared assets.

Mansions, estates, apartments
The rating of residential real estate is traditionally headed by Kutateladze. The couple owns 6,486 square meters of living space: nine dachas in Koblevo, nine houses in Voronivka, a house in Odesa, and a house in Spain.
The second is Serhiy Chervyakov, a representative of the Servant of the People party. For several years in a row, he has consistently declared a 2,114-square-meter estate in Velyka Balka of the Nerubayska community, an apartment and a house in Odesa. He and his wife own 2,574 square meters, of which 2,488 square meters are his personal "squares".
The third is Alla Hynak, a member of the For the Future party. Since 2022, she has declared her estate in Fontanka. However, in 2025, the area increased from 1,026 to 1,172 square meters - the MP purchased a 146-square-meter apartment in Odesa for UAH 4.8 million.
The fourth is Kruk: he and his wife share 975 square meters, of which 454 square meters are his personal. The fifth is Oleh Radkovsky, a representative of Batkivshchyna: 940 square meters, of which 789 square meters are his own "squares". At the same time, Radkovsky has financial liabilities of UAH 3 million, USD 5.6 million, and EUR 12.8 thousand.
Among those who have not declared their own housing are 25 MPs. Some of them rent (Buianovskyi, Vitikach, Shcherbyna, Denysenko), others use someone else's: Volkanov uses his mother's 657-square-meter house, while Deordiev has the right to use it. But eight MPs did not even indicate a lease - Kobylnikov, Didenko, Kovbasyuk, Mamutov, Unguryan, Chapir, Shkarovsky, Shkryabai.

Bases, warehouses and offices
Kutateladze is at the top of the non-residential space rating: 5,354 square meters. At the same time, the chosen one owns 990 square meters. The couple owns several parking lots and offices in Odesa, a shop, two recreation centers (one owned and one co-owned), and a boat rental center in Koblevo.
Ihor Kapitan, a representative of the Servant of the People party, is the second owner of the most non-residential real estate. He owns shops, production facilities and complexes mainly in Kilia, Prymorske and Vylkove. In total, he owns 4,633.27 square meters of non-residential property. Last year, he also declared a complex of buildings and structures in Kilia (1795.7 square meters) and non-residential premises in Tatarbunary (992.5 square meters). The latter, by the way, was purchased in May 2024 for almost UAH 2 million.
The third is Valentyn Skalozub, a non-factional member of the city council: 4,315 square meters (all personal) - a stable figure from year to year. The fourth is Alla Stoyanova, a representative of "Trust the Deeds": 2,175 square meters. The fifth is Denysenko from the Servant of the People party: 1,268 square meters.
Hundreds of hectares and zero personal shares
The largest land bank among the MPs belongs to Parashchenko Sr: 130.3 hectares, and all of it is personal. No other colleague comes even close to this figure. Kutateladze is in second place: He has 100 hectares of family land, but only 0.1 hectares of personal land. The rest is registered in his wife's name. The gap between family and personal figures is a characteristic feature of Kutateladze, which can be seen in several categories.
The third is Oleksandr Denysenko from the Servant of the People party: 59.8 hectares (48.6 hectares are personal). The fourth is Volodymyr Shcherbyna, also from the Servant of the People party: 19.4 hectares (17.4 hectares are personal) and another 187,154 square meters under lease. Ruslan Hrekov from For the Future party rounds out the top five: 15.7 hectares of family plots, and only 2 hectares of personal plots. At the same time, he does not own any real estate, not even rented housing, although he has declared income from renting property.
Maryna Zinchenko from the Servant of the People party is another case in point: she owns 56,783 square meters of land, but 38 plots are registered to her second son and appear in her declaration as "in use."
Tractors, trailers and motor graders
The Captain has the largest fleet of vehicles: 16 units for the family (6 cars, 3 motorcycles, 5 trucks, 4 trailers), 11 personal units. Right behind him is Khachatryan: 12 units, and all personal - 8 trucks, 2 trailers, 2 semi-trailers. The rolling stock correlates well with the transportation business and the growth of the MP's income.
The third is Oleh Kapsamun, who is not a member of any faction: 11 units in the family (3 cars, 5 trucks, 3 truck tractors), 6 are personal. He is also the owner of YUGGRANSTROY LLC and co-owner of Tarutino District Football Federation LLC (60%). The fourth is Denysenko: 8 units, including a motor grader. The elected official appears in several ratings at once: land, non-housing, and transportation. The fifth place is shared by Shcherbyna and Malaniuk - 7 units each, all personal. Among the non-standard vehicles is the representative of the Servant of the People, Iryna Kovalish, who listed a backhoe loader in her declaration.
Sable fur coats, Patek Philippe and missing bitcoins
The jewelry section is traditionally the most colorful. Non-factional Tamila Afanasyeva declares an icon, four pairs of earrings, a fur coat, two chains, three rings, two pendants, a necklace, a Tiffany Metro watch, and a pearl set from Mikimoto.
Serhiy Hrynevetskyi, a representative of "Trust the Deeds," declared gold bars worth UAH 2.9 million, an expensive furniture set and icons, while his wife's declaration included a necklace, earrings and a diamond bracelet.
MP Fursin has a collection of 14 wristwatches: Cartier, Breguet, Franck Muller, Patek Philippe and others - and this is only a part of 27 items of declared valuable movable property. Oleksandr Urbanskyi, a representative of "For the Future", listed 9 watches. Radkovskyi and his wife declared six watches worth UAH 1.6 million.
Kruk's wife owns five fur products: a sable vest and a fur coat, two mink coats, and a fur coat made of a mixture of mink and sable. None of them are priced. Hynak has a similar picture: half a mink coat and two fur coats.
Batkivshchyna representative Andriy Babenko declared UAH 6 million worth of cryptocurrency and a valuable watch. Instead, Mykyta Kuzkevych, a non-factual representative, disappeared bitcoins worth UAH 346 million from his declaration, which appeared in 2024. There are still 348 silver coins of the Australian Bank without any indication of value and a credit card debt of UAH 252.7 thousand.
A landlord without an address, someone else's million, and an investigation
Andriy Buyanovsky, a representative of Batkivshchyna, did not indicate any place of residence, neither his own nor rented. However, he did indicate income from renting property in his declaration - UAH 19.4 thousand.
Marat Korolov, a representative of "Trust the Deeds," has an interesting situation: among his cash, he declared UAH 1 million of other people's money, which he has no right to use. Semen Korzh, a representative of the Servant of the People party, classified his country house in Odesa as residential real estate, justifying this by the controversial issue of the legal status of such objects.
Finally, the representative of the European Solidarity party, Mykola Derevianko. The deputy and his wife are accused of fraud, which was carried out on the basis of forged decisions of the village council session. They are accused of stealing 4,000 hectares worth more than 240 million hryvnias.
So, a billion in savings, UAH 615 million in income, and eight deputies with zero in their accounts - this is a general overview of the declarations of the Odesa Regional Council for 2025. In addition, Parashchenko Sr. has almost three times more debts than savings. Khachatryan declared a gift worth UAH 15 million without the name of the recipient. Zinchenko controls 38 land plots through his son. Kuzkevych did not explain where the UAH 346 million in cryptocurrency went. And the Captain's non-residential premises in Tatarbunary disappeared from the declaration less than a year after it appeared.
