Odesa MPs declare fur coats, diamonds and real estate abroad

The traditional income declaration season has once again highlighted the financial life of MPs. The analysis of the updated reports of MPs from Odesa Oblast for 2025 shows not only stability of their wealth, but also its significant growth. Moreover, most Odesa MPs continue to increase their capital, often due to their wives' successful businesses and foreign currency savings.
The Center for Public Investigations, together with Intent, collected data on income, real estate, land and luxury goods to see the full picture of deputies' wealth.
Millions of dollars in wealth and family assets
The welfare of MPs' families continues to grow, and the wives of politicians remain the main breadwinners. Comparison with the data for 2024 shows some changes in the ranking, although the leaders remain unchanged.
Oleksiy Honcharenko remains the leader of the ranking. In 2025, the total income of his family increased to UAH 10.7 million (compared to UAH 9.5 million in 2024). The MP's personal income also showed a slight increase - from UAH 3 million to UAH 3.2 million. It is worth recalling that in 2023, the family received UAH 9.7 million, so after a slight dip in 2024, the Honcharenko family's income went up again.
Anatoliy Urbanskyi is in second place. His family budget increased from UAH 6.6 million to UAH 6.9 million over the year. However, the politician's personal income decreased slightly: while in 2024 he declared almost UAH 596 thousand, in 2025 this figure dropped to UAH 500 thousand. As before, the financial stability of the family is ensured by his wife's business.
Stepan Cherniavskyi made a significant breakthrough, moving up to the third place in the ranking. While in 2024 the family income amounted to UAH 2.7 million, in 2025 it reached UAH 3.3 million. Interestingly, the MP's personal income decreased: from UAH 1.8 million in 2024 to UAH 0.8 million in 2025, which indicates a sharp increase in the income of his family members.
In 2025,Serhiy Koleboshyn declared UAH 3.1 million in total income, almost all of which - UAH 3 million - was his own earnings. This allowed him to gain a foothold in the top five.
Instead, Ivan Shynkarenko, who ranked third in 2024 with an income of UAH 3.7 million, lost ground in 2025, declaring a total of UAH 2.9 million. His personal contribution amounted to UAH 0.7 million (compared to UAH 1.1 million a year earlier).
This year , Mykola Skoryk did not make it to the top. While in 2024 his family declared UAH 3.6 million, which secured him a place in the top five, the data for 2025 did not allow him to compete with his wealthier colleagues.
Oleksandr Horeniuk also continues to be outside the ranking. After 2023, when he disappeared from the top due to the absence of data on his wife's property in his declaration, the situation has not changed: his personal income does not allow him to return to the top in terms of financial performance.
It is worth reminding that Tetiana Plachkova left the ranking forever (she resigned early in 2023), whose partner previously set records unattainable for the current defendants (over UAH 42 million in 2022).

Cash in safes and "mutual assistance" of relatives
The monetary assets of Odesa MPs in 2025 demonstrate not only financial stability, but also a certain distrust of the banking system - most of the ranking leaders continue to prefer cash.
Anton Kisse holds the absolute top spot . His family savings reached UAH 53.7 million. At the same time, the MP himself personally owns UAH 33.2 million. As we can see, the growth of Kisse's wealth is "quiet but steady": from UAH 47.7 million in 2022 to the current record high.
The Oleksiy Honcharenko family broke into the second place by a wide margin. The family's total assets grew from UAH 34.7 million in 2024 to an impressive UAH 51.7 million in 2025. However, the lion's share of these funds is his wife's capital. The MP himself declared only UAH 2.5 million of personal savings (which is almost half as much as a year earlier, when he had UAH 4.8 million). This indicates that the financial core of the family has finally shifted towards his partner's business assets.
Stepan Cherniavsky is in third place again. His family assets remained virtually unchanged: UAH 23.6 million in 2025 compared to UAH 22.8 million in 2024. The MP remains the "guardian" of the family capital - he personally owns UAH 21.5 million, most of which is traditionally kept in cash.
The fourth position is occupied by Yulia Didenko with a total of UAH 17.5 million. The MP personally owns UAH 7 million. It is worth noting that the financial history of the Didenko couple (her husband is the chairman of the regional council, Hryhoriy Didenko) remains under scrutiny by law enforcement. After NABU searches and cases of "illicit enrichment," the family continues to declare significant amounts in cash, although in 2022 they did not officially have any currency in their accounts.
The top five is rounded out by Ivan Shynkarenko, whose family declared UAH 8 million. His own funds amount to UAH 5 million.
This year, Anatoliy Urbanskyi is not in the top list. While in 2024 he was in the top five with UAH 9.1 million (and these were exclusively personal funds, as his wife's savings suddenly "disappeared" from the declaration), in 2025 his figures of UAH 3.2 million did not allow him to compete with other millionaires.
It is also worth mentioning the "shadow" of previous years - Tetiana Plachkova. Her record of UAH 89 million (2023) remains unattainable for the current composition of the Odesa representative office in the Rada.
Bulgarian apartments and country "estates"
While we have seen some dynamics in income and savings, Odesa's elected representatives demonstrate enviable stability or gradual expansion of their living space in real estate.
Anton Kisse remains the unchanging "king of real estate". In 2025, his family's housing area amounted to 1465 square meters. The MP personally owns 989 square meters. The geography of Kissé's property is impressive: it includes a real landing in Bulgaria (five apartments), as well as properties in Kyiv and Odesa. It seems that the thesis that "you can never have too much housing" has become the politician's life credo.

Mykola Skoryk confidently takes the second place. His family asset remained unchanged at 862 square meters. The lion's share of this area is accounted for by the house in Dalnyk (629 square meters), which is more like a mansion than an ordinary dacha. The MP himself officially owns only 172 square meters, the rest is traditionally registered to his wife.
Oleksandr Horeniuk took an unexpectedly high position in 2025 with 579 square meters. This is a significant jump, given that he personally owns only 112 square meters. In 2025, the MP's family real estate fund was replenished with a house near Kyiv with an area of 451.5 square meters. Last year, the MP stated that he only had the right to use this house, and that the owner of the house was Kateryna Solonenko. However, now Horeniuk declares her son Dmytro as the owner.
Next on the list are the MPs whose indicators have hardly changed:
- Anatoliy Urbanskyi: the family owns 347 square meters. Interestingly, the MP himself officially owns 0 square meters - all real estate (a house and half an apartment in Odesa) is owned by his wife.
- Oleksiy Honcharenko: the total area of housing has increased to 344 square meters (compared to 343 square meters in 2024). The MP owns most of this property - 264 square meters.
- Stepan Cherniavskyi: the family's 311 square meters is practically a duplication of last year's report. The MP himself owns 221 square meters.
It is worth mentioning that Oleksiy Leonov used to be on the top of the list, but after he stopped listing his wife in his declaration, hundreds of square meters disappeared from his reporting. As for the "homeless" of their own free will, fugitive MP Artem Dmytruk and his colleague Oleksandr Tkachenko continue to officially live out of their suitcases, declaring only rented property.
Business assets, latifundia and car fleets
Stepan Cherniavskyi has been the main agrarian of Odesa region for the third year in a row. His land bank remains unchanged at 19 hectares, most of which are located in Kherson region. The deputy has demonstrated stability of 190 thousand square meters since 2022.
Anton Kisse is in second place. His family continues to own 15.5 hectares of land in 2025. For comparison, the rest of the MPs look much more modest: for example, Mykola Skoryk has not changed his 0.2 hectares in Crimea and Odesa for years, and Yulia Didenko has also been steadily owning 0.1 hectares in Hungary.
In the non-residential real estate section, the leaders are not losing ground either:
- Stepan Cherniavsky: in 2025, he declared 593 square meters (compared to 576 square meters in 2024). His assets include stores in Odesa and Chornomorsk, as well as a poultry house in Podil district.
- Anton Kisse: the family's non-residential property totaled 365 square meters in 2025. However, the MP himself now personally owns most of the assets - 316 square meters.
- Ivan Shynkarenko: declared 159 square meters (against 158 square meters a year earlier).
In 2025, the title of "car king" is confirmed by Anton Kissé. His family has 4 vehicles: the MP has a Porsche Cayenne and a boat, his wife has a Renault Kadjar and a Toyota truck.
The Cherniavsky family has 2 vehicles (the MP personally has 0), which is a decrease compared to last year. Anatoliy Urbanskyi's family has 2 cars registered in his wife's name: Bentley Bentayga and Mercedes-Benz G 63 AMG.
A large group of MPs (Honcharenko, Koleboshyn, Skoryk, Didenko) do not officially have their own vehicles, using luxury foreign cars (Audi SQ8, Mercedes-Benz GLE, etc.) on a free-of-charge basis.
Jewelry and "nice little things"
For the third year in a row, Anatoliy Urbanskyi's family boasts the most luxurious set of jewelry. In 2024-2025, the MP consistently declares five watches of luxury brands: Rolex, Breguet, and Patek Philippe. His wife owns jewelry sets from Damiani, Chaumet, and Boucheron, four fur coats, and three designer bags (Hermes and Fendi).
Yulia Didenko is not far behind in terms of status. In 2024-2025, she declares Italian jewelry sets with diamonds and pink pearls, a Rolex, and a mink coat with a sable collar. The MP's husband owns four watches, one of which is estimated at almost half a million hryvnias.
Other people in the ranking do not change their habits either:
- Anton Kisse declares Swiss Breguet and Zenit Elite watches, and his wife owns a Franck Muller.
- Artem Dmytruk continues to stick to his own style: three icons, a gold Poljot de luxe watch and a 1976 VAZ.
- Mykola Skoryk consistently indicates that he has one valuable wristwatch.
Property rotation and financial liabilities
The analysis of the declarations of Odesa councillors for 2025 also revealed significant changes in the ownership structure:
- Serhii Koleboshyn sold his apartment in Ovidiopol and instead purchased two houses worth over a million hryvnias and a land plot. His wife also bought land and a store.
- Stepan Cherniavskyi sold a MAN L 2000 truck and a Volkswagen Polo car.
- Mykola Skoryk and Oleksandr Tkachenko have significant debts: Skoryk owes UAH 3 million to Odesa City Council member Oleksandr Edelman, and Tkachenko has a loan of over UAH 4.15 million. At the same time, the MP's brother, Andrii, lent UAH 5.1 million to his wife, Anna.
- Oleksiy Honcharenko keeps a symbolic £1 in one of his bank accounts.
So, "family contracting" remains the main strategy for the welfare of Odesa politicians. While the elected officials themselves work for the state for an official salary, their assets are growing thanks to their wives' dividends and exchange rate differences on foreign currency savings. A steady love of luxury brands, Swiss watches, and cash hoarding remain consistent features of the region's political elite.
