From luxury cars to rented apartments: how the wealth of Kherson MPs has grown

In their declarations for 2025, individual MPs from Kherson region demonstrated a significant difference in the level of income, property and savings - from multimillion-dollar assets to their actual absence.

The Center for Public Investigations, together with Intent, found that the largest amounts of declared funds are concentrated in cash, while some MPs are limited to salaries and minimal savings.

Million-dollar earnings and social benefits

MP Viktoriia Vagner took the first place in our ranking by income. Last year, she earned just over a million hryvnias. The MP declared several sources of income for the year, the bulk of which were salaries and pension payments.

In particular, she received a pension of UAH 152 thousand from the Main Department of the Pension Fund of Ukraine in Kherson region. The largest source of income was her salary in the Verkhovna Rada of Ukraine - UAH 769 thousand.

In addition, the MP declared income from part-time work at the All-Ukrainian Center for Motherhood and Childhood of the National Academy of Medical Sciences of Ukraine, amounting to UAH 26 thousand. She also received social payments from the Department of Social Policy of the Kherson City Council in the amount of 80 thousand hryvnias.

Pavlo Pavlish declared the main income in the form of salary received in the Office of the Verkhovna Rada of Ukraine, which amounted to almost UAH 943 thousand for the year. He ranked second in terms of income.

His wife Natalia Pavlish received additional income in the family. In particular, she declared UAH 10,320 of insurance payments from the Social Protection Department of the Obukhiv District State Administration of the Kyiv Region.

The MP's wife also received UAH 10,000 in fees and other payments under civil law contracts from the Higher School of Advocacy of the National Bar Association of Ukraine. The total family income amounted to over UAH 963,000.

Third place went to Sergiy Kozyr, who declared over UAH 858 thousand of family income. The main source of his income is his salary at the Office of the Verkhovna Rada of Ukraine - he received at least UAH 732 thousand during the year. At the same time, his wife, Olena Kozyr, declared more than UAH 126 thousand of income in the form of alimony received from Vitaliy Mykhailov.

The fourth place was earned by Volodymyr Ivanov, who declared one salary received at his place of work in the Office of the Verkhovna Rada of Ukraine. The total amount of this income amounted to over UAH 746 thousand. No other income, including gifts, was reported.

Millions in cash and thousands in accounts

The first place was taken by Pavlo Pavlish 's family with more than 12.8 million in total savings. The largest part of the assets is cash: 260 thousand hryvnias, 185 thousand US dollars, and 95 thousand euros, which are owned by the MP himself. In addition, he keeps funds on accounts in PrivatBank - more than 23 thousand hryvnias in total, as well as small amounts in foreign currency (27 euros and 27 dollars). His wife , Natalia Pavlish, has a total of UAH 4,260 in accounts with Universal Bank.

MP Serhiy Kozyr took the second place with UAH 3.5 million in financial assets. In particular, the MP owns USD 41,500 in cash. In addition, he has UAH 898 deposited in a PrivatBank account.

Viktoriia Vahner took third place with over UAH 284 thousand in assets. In particular, she keeps 210 thousand in cash. In addition, part of her savings is placed in bank accounts. The MP has over UAH 5 thousand in PrivatBank.

The largest amount of funds among banking institutions is concentrated in Oschadbank, where she has several accounts: UAH 64,790, UAH 4,199, and another UAH 15. An insignificant amount of UAH 16 is also deposited in an account with Ukrsibbank. In total, Viktoriia Vahner has more than 74 thousand hryvnias in her bank accounts, while the bulk of her monetary assets are in cash.

MP Volodymyr Ivanov has no financial assets. His declaration states that he has accounts in five banks, but the amount of his savings is not specified.

Offices, garages and relatives-owners

The first place in this block of the rating was taken by Viktoriia Vagner with 1008 square meters. Among her declared assets are at least four apartments in Kherson. Two of them are small in size (about 35-38 square meters) and are used on the right of use or joint joint ownership with children. Another apartment of 34 square meters is fully owned by the MP - its value at the time of acquisition was 136 thousand hryvnias. In addition to housing, she declared an 887-square-meter plot of land in Kherson that is fully owned by her.

In Kyiv, the MP has a share in a 52-square-meter apartment, with one-third of the property registered in her and her two children's names. The cost of this property at the time of purchase exceeded one million hryvnias. The declaration also includes another apartment in Kyiv with a much larger area of 116 square meters. Formally, it belongs to another person, but the MP uses it free of charge.

The second place was taken by Serhiy Kozyr with 348 square meters per family. The MP himself owns a small apartment of 28 square meters in Pavlohrad, Dnipropetrovska oblast, purchased in 2014. He also has the right to use a 44-square-meter residential building in Donetsk and a land plot nearby (572 square meters), which are registered in the name of another person.

Much of the real estate is registered in the name of the MP's wife. In particular, in Kyiv, she owns two apartments - 91 square meters (purchased in 2019) and 46 square meters (2021), as well as a parking space. In addition, she owns several apartments in the Donetsk region (Donetsk and Soledar) with a total area of over 160 square meters.

Separately, it is worth noting a 155.2-square-meter garden house in the capital, which is owned by another family member but is used by the MP, his wife and daughter as a place of residence. The declaration also lists garages in Dnipropetrovska and Donetska oblasts, which the family uses through cooperatives.

The third place was taken by MP Pavlo Pavlish, who declared a number of real estate objects covering both residential and commercial premises. The total area is 162 square meters. In particular, he owns an apartment in Kherson with an area of almost 70 square meters, which he purchased in 2002. The MP's family members are also registered in this apartment.

In addition, he owns an office space in Kherson with an area of 68 square meters, purchased in 2021. Other property includes a 25% share in a residential building in the village of Vilne, Henichesk district, which is jointly owned with relatives. There is also a land plot of 1800 square meters, which is registered in the name of another family member, while the MP himself has the right to use it.

In 2022, another significant object appeared in the declaration - a residential building with an area of more than 200 square meters in the village of Khodosivka, Kyiv region. Formally, it belongs to relatives, but the MP himself and his family have the right to use this property. The situation is similar with a land plot of 667 square meters in the same village.

The last place was taken by Volodymyr Ivanov, who declared the use of a small apartment in the capital, which is registered in the name of another person.

The 26-square-meter apartment was acquired on January 1, 2021, and is located in Kyiv. At the same time, the MP himself, his wife Antonina and daughter Oleksandra use this apartment as their actual place of residence, without a formalized ownership right. Ilya Ivanov is listed as the owner of the property. The value of the property is not indicated in the declaration.

Vehicles in use

Pavlo Pavlish took the first place in the ranking for vehicles. He declared the use of two cars at once, although neither of them is registered directly to him. Since 2022, the MP has been using a 2019 Audi Q7 owned by Anzhela Demeshko, although the cost of the car is not indicated in the declaration.

In addition, since 2020, his wife has been using a 2019 Infiniti QX50 owned by Oleksandr Hrabovskyi. The cost of this vehicle is also not indicated. Thus, he has access to two modern cars at once, although he does not formally own them.

The second place went to Victoria Wagner. She is the only one in the ranking who owns a relatively new and officially declared car - a Hyundai Tucson made in 2021. The car was purchased on May 18, 2021, and its cost at the time of purchase was UAH 1,245,400. This is the most expensive vehicle among all those mentioned in the declarations.

The third place was taken by Volodymyr Ivanov. His declaration includes one vehicle he owns and another one he uses. In particular, the MP owns a motorcycle Hyosung GT 650 made in 2013, which he purchased on September 30, 2014 (the cost is not specified). He also uses a Toyota Prado made in 2008 for free, which he received the right to use on January 1, 2021. The owner of this car is Ilya Ivanov. Despite having two vehicles, only one of them belongs to the MP.

The fourth place was taken by Serhiy Kozyr, who declared only the use of a 2012 Volkswagen Passat, purchased in July 2023. The cost of the car was only 10 thousand hryvnias, which is the lowest among all the participants of the rating. The vehicle is not owned by the MP - it is owned by a legal entity, Grintime LLC.

Summarizing the results of the monitoring, it can be stated that the wealth of the majority of Kherson MPs is concentrated in cash and property registered in the names of relatives or third parties. This state of affairs demonstrates the lack of transparency of the mechanisms of capital formation of the representatives of the region in the government.
