Village council in Odesa region failed to take care of land by 4 million

Specialists of the Southern Office of the State Audit Service have completed a state audit of the budget of the territorial community of the Dalnytsia village council in Odesa Oblast and identified a number of shortcomings, which mostly concerned violations of land legislation.
This was reported by the press service of the Southern Office.
The auditors decided that the local government did not ensure proper control over the use of communal land, which led to a shortfall in budget revenues. In particular, due to the use of land plots without title documents, the budget lost 100% of possible revenues, namely, rent in the amount of more than UAH 4.2 million.
Based on the results of the audit, the Dalnytska rural territorial community was provided with proposals aimed at improving the efficiency of using the financial and resource base of the local budget.
Earlier, specialists of the Southern Office of the State Audit Service of Ukraine during an audit of certain issues of financial and economic activities of the Dalnytsia Village Council in Odesa Oblast found financial irregularities that led to losses totaling more than UAH 2 million.
In particular, the auditors found that 11 contractors had unreasonably overstated the volume and cost of repair and construction work performed, including technical supervision, totaling more than UAH 1,170,000.
During the calculation and payment of salaries to employees of institutions subordinated to and accountable to the Dalnytsia Village Council, violations of the law totaling more than UAH 350 thousand were found, including bonuses to the deputy village head, allowances and additional payments to pedagogical staff of educational institutions, payment for additional vacations, payment to external part-time workers for unworked hours.
