Deputy Mayor of Kherson Vitaliy Belobrov bought a three-bedroom apartment in the suburbs of Odesa in the residential complex "Rainbow".
According to the State Register of Property Rights, on May 15, he took ownership of the 90.2-square-meter apartment, the Most newspaper reported.
The official took the money for the purchase on credit from the state under the State Youth Housing program. In the register, the amount of debt on this mortgage is listed as UAH 3 million 241.3 thousand. This is the market price of apartments in the area. The deputy mayor will have to pay off this loan for more than 22 years - until August 2048.
Vitalii Belobrov's declaration for 2025 shows that he owns a 2021 Hyundai Tucson, while his wife Svitlana drives a 2012 Kia Rio. His wife also owns all the family real estate: an apartment in Kherson and three land plots in the Holoprystan community.
At the time of filing the declaration, Vitalii and Svitlana Bielobrov kept 15 thousand dollars and 100 thousand hryvnias in cash, and their income consisted of Vitalii Bielobrov's salary of 1 million 636.2 thousand hryvnias per year and cashback of 1.9 thousand hryvnias received by the vice mayor and his wife.
Vitaliy Belobrov is a current deputy of the Kherson City Council from the We Live Here party. He used to work in consulting. From 2013 to 2020, he was a suspect and defendant in a fraud case in Zaporizhzhia. He was released from criminal liability due to the expiration of the statute of limitations.
In March 2021, Igor Kolikhayev appointed Vitaliy Belobrov as his pro bono advisor. At the same time, the company in which Belobrov worked received the right to insure all public transport.
In June 2021, on Belobrov's initiative, the Community Development Institute was established. In September of the same year, Ihor Kolikhaiev appointed Belobrov's wife Svitlana as the director of this institution. In 2022, he worked at the Kherson Regional State Administration and headed the investment office. In April 2023, he was appointed deputy mayor of Kherson.
