Under what conditions can veterans receive compensation for car re-equipment

Since the beginning of 2026, Ukraine has been implementing a pilot project that allows veterans with war-related disabilities to receive financial compensation for re-equipping their cars for their own needs.

Lawyers from the free legal aid system explained who can receive compensation and under what conditions, as well as the amount of compensation.

Who can receive compensation

The lawyers note that such compensation can be received by people with disabilities as a result of the war who

  • have successfully completed training and retraining as drivers as persons with disabilities
  • received a national driver's license
  • own a passenger car and have converted it
  • have registered the converted car no earlier than January 1, 2026
  • have not previously received similar compensation (in particular, under CMU Resolution No. 893).

The amount of compensation

Compensation is paid within the limits of actual expenses that are documented. The maximum amount is up to UAH 70,000.

It is noted that compensation is paid once during the duration of the pilot project.

Where to apply

To receive compensation for the conversion of a car for your own needs, you need to contact the structural unit for veterans' policy of the executive body of the city, district council or district or district administration in Kyiv (military administration)

The application must include

  • address of the declared or actual place of residence;
  • registration number of the taxpayer's account card (if any);
  • series and number of the war veteran' s certificate or electronic certificate;
  • series and number of the driver's license;
  • series and number of the transport call registration certificate.

What documents to attach to the application

The application shall be accompanied by duly certified copies of

  • a passport of a citizen of Ukraine or other identity document confirming the citizenship of Ukraine
  • taxpayer's card
  • Veteran 's certificate (in case of issuance of a certificate) or an electronic certificate, or an extract from the Unified State Register of War Veterans
  • a driver's license with marks on the insufficiency of the adaptation of a transport disease
  • certificate of registration of the converted vehicle
  • documents confirming the costs of the vehicle conversion (certificates of completion, payment documents, certificates of conformity, photo confirmation).

If some of the documents are already at the disposal of the local authority or are contained in state registers, they do not need to be submitted again - it is enough to indicate the relevant information in the application.

It is noted that the application can be submitted: in paper form - in person or by mail; in electronic form - to an e-mail address (scanned copies).

Consideration and payment of compensation

Lawyers insist that the documents must be reviewed within three business days.

If the documents are not submitted in full or in violation of the requirements, they will inform you in writing of the refusal to accept them, stating the reasons. After the deficiencies are eliminated, the person has the right to apply again.

In this case, the compensation is assigned on a priority basis, according to the date of submission of the full package of documents. The payment is made to the applicant's bank account within five business days from the date of receipt of funds to the local authority's account.

This pilot project is being implemented by the Ministry of Veterans in accordance with the Resolution of the Cabinet of Ministers of Ukraine of November 7, 2025, No. 1442 "Some issues of implementing a pilot project on the appointment and payment of financial compensation for the conversion (adaptation) of vehicles for the transportation of persons with disabilities as a result of war" in pursuance of the Action Plan for 2025-2026 to implement the National Strategy for Creating a Barrier-Free Space in Ukraine.

Also, in Ukraine, veterans with disabilities can undergo training in adapted cars free of charge, as the Ministry of Veterans Affairs of Ukraine pays for the cost.

Who is eligible

  • war veterans and women veterans
  • members of their families
  • family members of fallen (deceased) defenders of Ukraine who have a disability (regardless of the reasons for it) and have medical indications for driving.

Where to get training

According to the Ministry of Internal Affairs of Ukraine, there are currently 16 specialized driving schools in 14 regions, 7 of which are based at educational institutions of the Ministry of Internal Affairs system.

How to apply

To get free training, you need to apply to the local unit for veteran policy at the place of your registered or actual residence (stay). The application can be submitted both in paper and electronic form.

The application must be accompanied by the following documents

  • a copy of the passport of a citizen of Ukraine;
  • a copy of the registration number of the taxpayer's account card (in case of absence, the passport must contain a note on the refusal to accept such a number)
  • a copy of the individual rehabilitation program;
  • a copy of a certificate confirming the existence of one of the statuses or a document confirming membership in a certain category of persons;
  • a copy of a marriage certificate, for children - a birth certificate (for family members);
  • medical certificate of fitness to drive a car.
  • one color photo measuring 3.5 x 4.5 cm.

The Veteran Policy Unit concludes a trilateral service agreement with the war veteran or his/her family member and the driving school.
