Village council in Odesa region entrusts school renovation to a newcomer with dubious connections

The village of Dachne in Odesa Oblast has signed a contract for the partial renovation of a school. The total value of the contract is almost one million hryvnias. It was decided to engage a newly created company without a tender, and therefore without competition.

The relevant information was published in the Prozorro system.

It is a major overhaul of the premises and the roof of a part of the building of Dachna Lyceum No. 1. The cost of the work was estimated at UAH 983,685.

According to the Anti-Corruption Dimension, the repairs will be carried out by Oleh Varvarskyi, who became an entrepreneur only a month ago.

He is the owner and manager of SMU7 LLC. Previously, Varvarskyi worked as a director and had a share in the company MP Koro, which is now renamed Symphonik LLC. This company is now registered to Yevhen Gasiukov from Khrustalne in the temporarily occupied Luhansk region. In 2019, the company changed its address from Odesa to Mariupol, and its property is now seized.

Previously, the SMU7 companies also shared an office. Some Getcontact users noticed that Varvarsky's mobile number is listed as "Kora (MP Koro) Russia Oleg Valentinovich".

The publication notes that the practice of re-registering companies to people from the temporarily occupied territories became popular after the Russian invasion in 2014, when unscrupulous businessmen get rid of problematic companies in this way.

Varvarsky was also associated with a construction business owned by Ihor Uchytel, a former member of the Odesa Regional Council and owner of Odesgaz. This is the private enterprise Scythia-2, which Varvarovsky had managed in the past.

Meanwhile, the Ananievo Multidisciplinary City Hospital in Odesa Oblast is again looking for a contractor to overhaul the protective structure at the medical facility.

Also, the Department of Capital Construction and Roads of the Odesa Regional State Administration has announced a tender to select a contractor to be paid for the reconstruction of the building of the Balta Secondary School No. 3 - Collegium.

In addition, the construction of a new family medicine outpatient clinic is planned in Odesa Oblast. More than UAH 50 million is to be spent from the budget.
