Ukraine to Build 14,000 Shelters by 2034, Costing ₴ 789.3B

Ukraine plans to build nearly 14,000 shelters by 2034. The Cabinet of Ministers has already approved the Strategy for the Development of the Civil Defense Shelter Fund. The total cost of the project will amount to UAH 789.3 billion, most of which is planned to be received in the form of international assistance.

This is stated in the order No. 183-r of March 4, 2025.

The purpose of the Strategy is to create safe conditions for the civilian population by building a network of protective structures that should protect people and reduce losses in the event of attacks using modern weapons.

Today, there are 62.7 thousand protective facilities in the regions controlled by Ukraine, providing shelter for 48.8% of the population. Of these, 54,200 are ready for use.

It is planned to raise UAH 81.2 billion from the state budget and UAH 642.5 billion (EUR 14.69 billion) from the international Coalition, which will develop the fund for protective structures.

Recently, the Usativ village council of Odesa district announced a search for a contractor to select a company to build a protective structure - a radiation shelter in the village of Illinka. The cost is UAH 58 million.

In addition, at the end of 2024, a tender was held for the construction of a radiation shelter on the territory of the Arkhangelsk Professional Agricultural Lyceum in Beryslav district, Kherson region. As a result of the bidding, the contract was concluded with the odious Construction-TM LLC.
