Three Odesa hospitals have selected Fabrika Smaku, a limited liability company, as the provider of food for patients affected by the Russian Federation for the next year with a total procurement value of UAH 22 million.
The relevant information was published in the Prozorro e-procurement system.
Thus, the municipal non-profit enterprise "City Clinical Infectious Diseases Hospital" plans to purchase 23 thousand 725 sets of four meals a day. The procurement is planned in the amount of UAH 7 million 964.5 thousand.
City Clinical Hospital No. 1 plans to purchase 20 thousand sets of four meals a day for one person. The purchase price is UAH 6 million 714 thousand.
Municipal non-profit enterprise "City Clinical Hospital No. 11" of the Odesa City Council plans to purchase 22 thousand sets of four meals a day for one person. The purchase price is UAH 7 million 385.4 thousand.
All three procurements were conducted in the format of open bidding with special conditions, and Fabrika Smaku LLC was the only participant. Open bidding with special conditions means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.
The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.
According to the YouControl service, Fabrika Smaku LLC was registered in 2015. The owners are Ihor Levinson and Olha Boholyubova.
However, after the start of the full-scale invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules of the tender for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
Earlier, the municipal non-profit enterprise City Clinical Hospital No. 10 of the Odesa City Council held a tender to select a company to pay for catering services and chose the winner without an auction.
