Hospitals in Odesa have started looking for caregivers for patients affected by the Russian Federation for the next year with a total procurement cost of UAH 22 million 176.1 thousand.

This is stated in the Prozorro electronic procurement system.

Thus, the municipal non-profit enterprise "City Clinical Infectious Diseases Hospital" has planned to purchase 23 thousand 725 sets of four meals a day. The expected value of this procurement is UAH 7 million 964.5 thousand. The auction is scheduled in the format of open bidding with special conditions for December 23, 2024.

City Clinical Hospital No. 1 has planned to purchase 20 thousand sets of four meals per person per day. The expected value of the purchase is UAH 6 million 714 thousand. The auction is also scheduled for December 23.

The municipal non-profit enterprise City Clinical Hospital No. 11 of Odesa City Council plans to purchase 22 thousand sets of four meals per person per day.

All three procurements are planned in the format of open tenders with special conditions. Open bidding with special features means that almost all terms are shorter than those of open bidding in accordance with the Law On Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the start of the full-scale invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules for bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
