The declaration of the head of Odesa DEC was kept secret

The income declarations of the head of the Odesa Regional Military Administration, Oleh Kiper, and some of his deputies remain secret.

The Centerfor Public Investigations twice asked the Odesa Regional Military Administration about the salaries of top officials and was denied twice, but in April 2026, some departments provided data for 2025.

These responses made it clear that the three deputy heads together received more than 4.3 million hryvnias. The declarations of First Deputy Oleksii Kharlov and deputies Oleh Khymchenko and Yurii Puiko are kept secret.

As for the deputies whose declarations are available, they are as follows:

The three deputy chairmen - Shalyhaylo, Radulov and Figel - have salaries of less than a quarter of the annual amount: 24.2%, 29.2% and 24.5% respectively. The rest is made up of allowances, bonuses, financial aid, vacation and business trip compensation.
