Members of the Standing Committee on Communal Property, Economic, Investment, State Regulatory Policy and Entrepreneurship of the Odesa City Council refused to support the transfer of premises to the ownership of the regional council.

For example, it was a non-residential building with an area of 156 square meters on Kira Muratova Street in the center of Odesa.

However, the chairman of the commission , Oleksandr Slavskyi, immediately asked whether the city council could offer the regional council to lease these premises. It also turned out that the premises are rented by the Armenian mission in Ukraine, which pays a small but not discounted rent of one hryvnia per year. The lease agreement was signed back in 2020. The Armenian Consulate requested the free privatization of the premises, but Ukrainian law does not provide for any other way of privatization than an open auction.

In the end, Oleksandr Slavsky proposed to keep the lease relationship between the mission and the city council, and to transfer it to the regional council as inappropriate.

Also, the transfer of a number of non-residential premises, the addresses of which were not mentioned, but which the state institution rents from the city hall, was recognized as inappropriate. As explained by deputy Roman Sennik, such steps by the commission members were caused by the fact that these premises are owned by the city council and cost money. However, the regional department of communal property did not provide any arguments why the city council should transfer these premises to the regional department.

"This is our property and it costs money. So, in order for us to transfer it to someone, we need to understand what the economic effect will be in the future. In the letters that I saw, you just ask to hand it over and that's it. We need motivation. We don't have much communal property, and we need it. So I, personally, need a specific motivation to make such decisions," the deputy said.

The chairman of the commission, Oleksandr Slavskyi, supported his colleague and noted that he shared his view on these issues.
