Ternopil Firm Wins ₴900M Road Maintenance Tender in Mykolaiv Amid Controversy

In Mykolaiv region, a newly created Ternopil company won a tender for almost a billion hryvnias for road maintenance. At the same time, its biography and connections contain suspicious facts that have already become the subject of investigations.

This was reported by the Center for Public Investigations with reference to the Prozorro system.

Road maintenance tenders were held in Mykolaiv region. More than UAH 900 million was allocated for this purpose. The tender was announced by the Agency of Local Roads of Mykolaiv Region. According to the tender documents, the works are to be carried out on roads with a total length of more than 3,000 kilometers.

The auction was held on April 10 and was attended by two companies - Mykolaivmagistral, a private enterprise, and Imperialbud, a consortium. The latter company won the auction with a bid that was about 96 million less than the expected cost. The firm is currently awaiting a decision.

The Center for Public Investigations decided to find out who received the multimillion-dollar contract and whether the company had any so-called "red flags" in its history.

As it turned out, the winning company, Imperialbud, is completely new to the market. According to the YouControl service, it was registered in 2025 in Ternopil, and its authorized capital is only UAH 100 thousand. The beneficiary is Serhiy Yuzvishyn, and the founders include two companies: "Avtomagistral-Zakhid and Leather-Land.

According to media investigations, Bohdan Yulyk, a well-known Ternopil businessman who previously headed the Road Service in Ternopil region, is associated with these companies. De jure, Yulyk is not the owner of any of the companies. In particular, the media have repeatedly reported numerous debts of companies associated with the businessman, as well as falsification of documents and the use of non-existent equipment in tenders.

The Imperialbud consortium has participated in only three tenders, and since the beginning of 2025, it has earned UAH 1.6 million from two public tenders. By the way, the tenders concerned the repair of the Training Center for the NGU units. Despite the company's little experience in the market, it received a nearly billion-dollar contract.

In early April, Mykolaiv held a tender for the modernization of a boiler house worth UAH 60 million. The tender was won by a company whose head is connected to local authorities and was involved in a case of possible embezzlement.
