Tender Scandal Erupts Over Endovascular Services at Odesa Hospital

The tender held by City Clinical Hospital No. 1 for endovascular services - diagnostic and therapeutic minimally invasive interventions in the heart vessels using an angiograph - has led to a scandal.

However, the House of Medicine Limited Liability Company (Odrex) said it suspected fraud with this tender in order to give a favorable offer to a "convenient" contractor, according to the Center for Public Investigations.

Under the terms of the tender, these services will be provided at the expense of the city budget, i.e. free of charge for patients.

The fact is that the House of Medicine offered a lower price (UAH 13 million 692 thousand 857 versus UAH 13 million 700 thousand from Cardica Assistance LLC) and should have been recognized as the winner on May 1.

But the hospital did not sign the agreement with Odrex.

"The proposal was sent back for revision. On June 4, the procuring entity canceled the tender due to "the inability to eliminate the identified violations of the legislation in the field of public procurement." The violation concerns exceeding the deadlines for reconsideration of the proposal by the contracting authority, which can be considered as unfair actions on the part of the organizer. The Medical Home will appeal the decision to the Antimonopoly Committee. <span>We have already observed a similar situation in 2019, when Medical Home LLC and St. Catherine's Hospital Odesa LLC (Cardica Assistance LLC, its subsidiary) participated in a tender for the provision of emergency diagnostic and treatment services for acute coronary syndrome. Then, after a second review, no deficiencies were found in the proposal and documentation of "Dimytsyny Medycyny" LLC, but the deal was still denied. In addition, the tender was canceled due to "a decrease in the need for the volume of services procured," the clinic said.</span>

Intent asked Cardica Assistance for a comment, but they have not yet commented on the situation. The Department of Health of the Odesa City Council and City Hospital No. 1 have not yet commented.

According to the YouControl service, Dimykhyny LLC was registered in Odesa in 2012. The owners are Tigran Harutyunyan, Yevhen Savytskyi, Larysa Mysotska and Iryna Zaikova.

Instead, Cardica Assistance, a subsidiary of St. Catherine's Odesa, is owned by Dmytro Iorgachov. He, in turn, is the father of former Odesa City Council member Vasyl Iorgachov.
