New water rates have been in effect in Odesa since August, so consumers should check their bills more carefully. Intent explains what the water bill consists of, where to find your bill, how to submit meter readings, and what to look out for when paying.
As of August 15, 2026, new rates are in effect for residents and most other consumers of “Infoksvodokanal.” Centralized water supply costs 30.59 hryvnia per cubic meter excluding VAT, or 36.708 hryvnia including VAT, while wastewater disposal costs 24.03 hryvnia excluding VAT, or 28.836 hryvnia including VAT. If a consumer receives both services, their total cost is 65.54 hryvnia per cubic meter.
Until August 15, the rates in effect for residents were those set on February 24, 2022: 14.93 hryvnia excluding VAT per cubic meter for water supply and 14.37 hryvnia for wastewater disposal. Including VAT, both services cost 35.16 hryvnias per cubic meter. In other words, following the rate change, their combined cost nearly doubled.
The new rate went into effect following a decision by the Odesa City Council’s Executive Committee on August 13 and an order from the Odesa City Military Administration on August 14. Local authorities were granted this authority by legislative amendments adopted in February 2026.
Since the rate changed in the middle of the month, the August bill will be calculated using two different rates. The old rate applies for the period from August 1 to August 14, and the new rate applies from August 15 to August 31. For consumers billed based on a standard quota, the utility also calculates charges on a daily basis.
However, the fee for cubic meters consumed is not the only component of the bill. Separately, “Infoksvodokanal” charges a monthly service fee per individual account. For residential customers in 2026, this fee ranges from 32.55 to 63.30 hryvnia, including VAT, depending on the type of building, the presence of a building-wide meter, and the number of meters in the residence.
The service fee is a separate monthly charge for maintaining the individual account and tracking consumption. It includes, among other things, billing, maintaining consumer data, and servicing building-wide meters. It is not included in the rate per cubic meter of water.
Therefore, for a consumer who receives both centralized water supply and wastewater disposal services, the bill consists of at least the charge for the actual volume of water and wastewater disposal, as well as a separate charge for subscription service.
"Infoksvodokanal" accepts meter readings monthly from the 1st to the 4th—for the previous month. For example, readings for September must be submitted from October 1 to October 4. The company does not accept readings on other days.

Meter readings should be submitted monthly, even if water consumption was low. If a customer fails to submit them by the deadline, “Infoksvodokanal” will bill based on the average consumption for that household over the past 12 months.
If the residence does not have an individual meter, there is no need to submit the readings. In this case, consumption is calculated according to utility allocation rules, and in certain cases, based on established consumption standards.
If you do not receive a paper bill, you can check your water charges in your personal account on the “Infoksvodokanal” website. After logging in, you’ll find separate sections with your billing statements and payment history.
You can also view your charges through your GERTS personal account. There, you’ll find your current utility bill, as well as a history of charges and payments. “Infoxvodokanal” services are listed on a separate line, indicating the consumer’s personal account number.
The law stipulates that water bills must be provided to consumers monthly and free of charge. As a general rule, they are provided in paper form. Consumers may receive bills exclusively in electronic form only at their own request or with their consent.
The same rule is included in “Infoxvodokanal’s” standard individual contract: the company must generate and provide the bill no later than ten days before the payment due date. Therefore, the mere presence of a bill in the personal account does not mean that the consumer has automatically opted out of receiving a paper bill.
If you are unable to log in to your “Infoxvodokanal” personal account or are not receiving paper bills, you can contact the company by calling 705-55-05 or via the email address listed on its website. There, you can verify information about the amounts charged and any outstanding balances, as well as find out in what format the company sends bills to customers.
The billing period for water supply and wastewater services is the calendar month. Under the current individual contract with “Infoksvodokanal,” the bill must be paid no later than the last day of the month following the billing period. For example, water consumed in September must be paid for by October 31.
"Infoksvodokanal" notes that you can pay for its services without a fee using a bank card on the company’s official website, as well as at branches of partner banks—PrivatBank and Oschadbank. When paying via a banking app or the GERTS system, be sure to check the fee amount before confirming the payment.
If paying via Privat24, keep in mind that the meter reading and the payment amount are separate fields. Entering new meter readings does not automatically recalculate the amount due. Therefore, before making a payment, you should verify the amount against the actual bill in your “Infoxvodokanal” account or via GERTS.
If the water bill seems incorrect, you should first verify the data used to calculate it: the meter readings submitted to “Infoksvodokanal,” the current meter readings, and your most recent payments. The consumer has the right to receive information from the service provider, free of charge, regarding the rate and the total amount of the monthly bill.
However, an unusual amount does not always indicate an error. If the meter readings were not submitted by the deadline, the utility may calculate the bill based on estimated consumption rather than actual readings.
If the data does not match, you should contact “Infoksvodokanal” and request a review of the charges on your personal account.
If the issue concerns meter readings for a past period, you should include any available evidence of the data you submitted to the water utility with your request—for example, a photo of the meter, a notification of the submitted readings, or information from your personal account. If your account still shows a balance due for a service you’ve already paid for, you should provide a receipt or bank transaction details showing the amount and date of payment.
After verification, the utility may correct the charges if it is confirmed that incorrect data was used in the calculation. If the problem is not an error in the charges but rather that the service was not provided or was of inadequate quality, “Infoxvodokanal” is required to independently recalculate the cost for the relevant period. To document the non-provision of a service, its incomplete provision, or substandard quality, the consumer may file a complaint report.
