Tairova village council selected a contractor for road repairs without an auction

The Tairova village council in Odesa region has conducted a procurement to select a company to pay for the current repair of the village's roads.

This was reported in the Prozorro electronic procurement system.

The procurement was conducted in the format of open bidding with special features and its only participant was the limited liability company "Construction and Production Company "Pik-Stroy". The company expects to pay UAH 3 million 761.5 thousand. After signing the agreement, the company will repair the roads of the village community until September 2025.

According to the YouControl service, BVK Pik-Stroy LLC was registered in 2006 in Odesa. Currently, the owners of the company are Oleksandr Melnikov and Leonila Borodina. Until June 2023, the company's owners also included a member of the Odesa City Council, Maryna Lozenko, who has been the head of the Kyiv District Administration of Odesa since March 2025.

Maryna Lozenko is also currently a member of the Trust the Deeds faction in the Odesa City Council and the Standing Committee on Territory Development Planning, Urban Design, Architecture and Cultural Heritage Protection.

In 2021 , detectives of the National Anti-Corruption Bureau of Ukraine detained Deputy Mayor of Mykolaiv Serhii Korenev on the border with Hungary. At the same time, they detained a deputy of the Odesa City Council, Maryna Lozenko, the first deputy director of the Housing and Utilities Department of the Mykolaiv City Council, Oleksandr Bryzhaty, and another head of a private company.

They were suspected of embezzling UAH 26.8 million during the reconstruction of Soborna Square in Mykolaiv.
