Russians send occupation MP from Kherson region to basement

Russian occupants arrested and threw him "to the basement 50-year-old<b> Ruslan Kungurov</b>, an agrarian from the village of Kucheryavovolodymyrivka, Chaplynske village community, Kakhovka district, Kherson region.

This was reported by the Center for Investigative Journalism, citing its own sources.

Kungurov was a 'deputy' of the local occupation 'council of deputies' from the pro-Putin United Russia party. The Crisis Media Center's sources confirmed that Kungurov had not been seen for more than two weeks. The Russians allegedly accuse Kungurov of fraudulent compensation for crop failures paid by the occupation authorities.

This arrest comes amid a major financial conflict: the occupation 'arbitration court' is considering a lawsuit to recover almost 13 million rubles in debt from the Kungurov-led agricultural company AP Zorya-Yug in favor of a Russian company from Voronezh region. The plaintiff claims that Kungurov's company was not engaged in agriculture in 2025.

Sources suggest that after these events, Kungurov may lose control of the agricultural company, which, by the way, was owned by US citizens before the occupation.

Kungurov, a native of Dnipro, has been the director of AP Zorya-Yug LLC since 2013. After the occupation, he was an active collaborator: he illegally re-registered his agricultural enterprises in Russian jurisdiction, exported grain to Crimea, was appointed a 'mundep' from United Russia, and took an active part in propaganda events, including the opening of the 'Yunarmiya' and a bust of a Soviet politician.

Also, under the procedural supervision of the Kherson Regional Prosecutor 's Office, a resident of the region was served in absentia a notice of suspicion of holding a position in an illegal law enforcement agency established in the occupied territories.

The investigation established that the suspect voluntarily cooperated with the occupation authorities, performing functions in a structure created by the aggressor to support the occupation regime.

In July 2022, the 39-year-old suspect voluntarily took up the position of the so-called 'acting specialist of the passport and visa service department' in the illegal 'Department of Public Security of the Main Directorate of the Ministry of Internal Affairs of Kherson Region'.
