Rostdorstroy, a company owned by a deputy of the Odesa City Council, was awarded a large road contract in Odesa without an auction. It will be paid more than 20 million from the budget to restore the road surface and fill in trenches after emergency repairs of heating networks.
Information about this was posted in the public procurement system Prozorro.
The customer was Municipal Enterprise "City Roads". The auction was held on January 8 with a single bidder who came to the auction and offered a slightly lower price than the planned one - UAH 20 million 696 thousand. He became the winner.
Thus, the Odesa-based Rostdorstroy company will restore the road surface after emergency repairs of heating networks.
According to the tender documentation, the order includes several areas of work: repair of sidewalks and roads with the restoration of asphalt concrete pavement, road markings, installation of curbs and backfilling of trenches after repairs.

The final beneficiaries of Rostdorstroy LLC are currently Yuriy Shumacher, a deputy of the Odesa City Council and a representative of the Trust the Deeds party, and businessman Yevhen Konovalov.
In 2023, about 500 private commercial companies received almost UAH 150.5 billion from the state. The top five is Rostdorstroy LLC of the Rostdorstroy group, which received UAH 7.6 billion in public tenders. The total value of the company's winning tenders is almost UAH 470 billion. The group includes two other companies that, together with Rostdorstroy, received UAH 8.8 billion in public funds.
The Center for Public Investigations has investigated the most expensive tenders in Odesa region in the spring published on Prozorro.
Rostdorstroy signed two contracts worth 2.6 billion in spring. One without the use of an electronic system and the other as a result of an open tender with specifics on the operational maintenance of public roads of national importance (different ones, not those that will be serviced by Avtomagistral). Since Rostdorstroy offered the lowest price, it was awarded the contract for road maintenance. The contract also runs until the end of 2026.
