Repair of school and shelter in Mykolaiv region will cost 25 million

In Mykolaiv region, the repair of a shelter and a village school is planned. The shelter is intended not only for students and staff, but also for the villagers. More than 25 million hryvnias are being sought for this purpose.

This was reported by the Center for Public Investigations with reference to the Dream ecosystem.

The project involves the overhaul of the building and radiation shelter of the Kobzartsivska Primary School with a preschool unit of the Snihuriv City Council.

The main goal of the project is to provide full-time education for students and to provide shelter for the entire village population in case of emergencies.

According to the project, the first floor of the building will house a preschool unit, and the second floor will be used for an elementary school. Particular attention is paid to creating a barrier-free environment for people with limited mobility, including the installation of ramps, a stair lift, and a specialized bathroom.

The project is in line with national education development strategies and local programs, contributing to improving the quality of education and social stability in communities.

The total budget of the project is over UAH 25 million, of which UAH 17.3 million will be spent on capital expenditures and UAH 7.9 million on operating costs. It is planned to raise funds from both local and state sources, as well as grant programs.

Currently, the project is at the stage of preparation for implementation, with already approved design and estimate documentation and concluded contracts for project development. Construction is scheduled to be completed in 2025.

According to the Prozorro electronic public procurement system, the contract for engineering design services was concluded in September 2023 with Architectural Bureau - Wave 89 for UAH 1 million 55 thousand 865.

According to the YouControl online analytical system, Architectural Bureau - Wave 89 LLC was founded on May 23, 2023, with a registered capital of UAH 50 thousand. The main activity of the company is architectural services.

Despite its "youth," the company has already received more than UAH 18 million in public tenders. The company has repeatedly been the subject of journalistic investigations, including by Intent. It is worth noting that the extent of this company's connections may be the subject of a separate investigation.

Architectural Bureau - Khvylya 89 LLC also entered into 27 contracts with the Department of Urban Development and Architecture of the Mykolaiv Regional State Administration for the design of shelters. At the same time, the company's director, Oleksiy Zemlianoy, was a member of the working group at the Mykolaiv Regional State Administration that developed the draft Program for Comprehensive Recovery of Mykolaiv Oblast. Another company associated with him is involved in a criminal proceeding regarding the involvement of budget funds during the overhaul of the roof of the Luparivska school in 2019.
