The company that offered the highest price will repair the fire alarm and warning system at the Tiligul Agricultural Vocational College in Odesa region.
The college published the relevant contract on October 4 on the Prozorro electronic public procurement website.
The institution held an open tender with specifics on September 18. The expected cost of the work, which the contractor was to complete by December 1, 2024, was UAH 6 million 573 thousand 255. Two companies took part in the tender: Pride Fire Service LLC and Radar-Pivden LLC. "Fire Service Pride offered to perform the work for UAH 6 million 470 thousand. Radar-Pivden's offer was UAH 6 million 507 thousand 522.
After examining the documents, the customer found that the documents of the Pride Fire Service did not comply with the terms of reference. For example, the schedule did not specify all the stages of work, did not provide a permit/declaration for installation, dismantling and overhaul of buildings, and did not have certificates and declarations, etc. So the college rejected the offer and signed an agreement with Radar-Pivden.
Radar-Pivden was registered in Odesa in 2018. The founder of the company is Olena Homelko, an Odesa resident. A person with the same full name appears in the declaration as the wife of a former senior inspector of the department for controlling the application of sanctions and fire accounting at the Centralized Data Center in the Main Directorate of the State Emergency Service in Odesa region. He resigned from his position in 2020. Previously, the signatory of Radar-Pivden LLC was Volodymyr Balukh , who, according to the register of declarations, also previously worked at the Odesa SES.
In general, Radar-Pivden regularly enters into budgetary agreements, having already signed contracts totaling almost UAH 110 million. In addition, the company expects to sign another 8 contracts worth UAH <abbr data-tooltip="2 069 795.62 грн" data-tooltip-position="top">2.07 million</abbr>.
