Reconstruction of Serhiivka's 9-Story Building Nears Completion After Russian Attack

In Serhiivka, Odesa Oblast, the reconstruction of a nine-story building that was destroyed in a Russian attack on July 1, 2022, is nearing completion. The work is expected to be completed by the end of April.

This was reported by the press service of the Infrastructure Restoration and Development Service in Odesa Oblast.

Reconstruction of the damaged high-rise building began in late 2023.

The Service noted that all utility networks have been laid, load-bearing structures restored, walls erected, and the facade completely renovated.

The repairers also painted the walls in the entrances, installed new plumbing equipment in the bathrooms and laid ceramic tiles. The apartments were finished with linoleum, skirting boards, switches and sockets.

Special attention was paid to safety: a modern ventilation system was installed in the bomb shelter. Ramps and handrails are also in the final stages of installation, which will make the building accessible to people with limited mobility.

The finishing touches are painting of individual elements of the building and completion of the roof restoration. Construction work is scheduled to be completed by the end of April. The reconstruction is funded by the Fund for Elimination of the Consequences of Armed Aggression.

The nine-story building in Serhiivka, Odesa Oblast, was destroyed on July 1, 2022. Then the Russians fired three X-22 missiles at the village - one of them hit the basement of the house. The explosion completely destroyed the first entrance, while the other two were severely damaged. 105 out of 106 apartments in the nine-story building were destroyed.

In July, law enforcement officers put Anatoliy Cherednichenko, head of the Serhiyivka community in Bilhorod-Dnistrovskyi district, on the wanted list. The prosecutor's office believes that during the overhaul of residential buildings in the villages of Serhiivka and Chabanske in Bilhorod-Dnistrovskyi district, the official developed a scheme to seize budget funds by overstating the cost of work performed and construction materials.

In September 2023, the contractor was replaced in Serhiivka and construction work resumed. At that time, Oleh Kiper, head of Odesa Regional Military Administration, said that there was a pause in the work because it took time to reissue documents between the contractor and the new one. He also added that the previous contractor was being investigated by law enforcement.

Before that, on June 30, 2023, journalists of the Center for Public Integrity visited the site of the tragedy and showed what the destroyed recreation center and the partially destroyed nine-story building looked like after the first repair. In the first entrance, only emergency repair work was done. At the time , Anatoliy Cherednychenko explained that the design and estimate documentation was made a year ago, but then it needed to be corrected, so it is still not finished.

The Center for Public Investigations also personalized those who may be involved in the deadly attack on civilians in the village of Serhiivka in Odesa region on July 1, 2022, by the Russian military.
