Reconstruction of a school in Mykolaiv region will cost 37 million

The Mykolaiv region is looking for funding to correct the reconstruction of a school. The reconstruction of the school began in 2017.

This was reported by the Center for Public Investigations.

Thus, according to the Dream ecosystem, it is planned to reconstruct the Voskresenska school at 66 Gorky Street in Voskresenskoye village, Vitovskyi district, Mykolaiv region (adjustment).

The project was initiated by the Department of Education, Culture, Youth and Sports of the Voskresenske Village Council of Mykolaiv Oblast. The project is currently in implementation status and requires funding.

The goal of the project is to create favorable and safe conditions for children's learning and ensure a quality educational process.

According to the project description, in the context of the decentralization reform, the priority task of the united territorial communities is to improve the quality of life and social services in the community, including educational services. The relevance of the project is to preserve the existing structures and reconstruct the emergency school building to further educate children in proper conditions, as well as to ensure compliance with the temperature regime in the school, meet sanitary standards, and improve the quality of energy conservation.

As part of the reconstruction of the building, a number of measures are planned to improve its technical condition and ensure safety.

The project budget is UAH 37.3 million. Capital expenditures amount to UAH 29 million, and operating costs - UAH 8.3 million.

According to the Prozorro public procurement system, the school's reconstruction was planned for 2027. The auction is for design work on the facility: "Reconstruction of the Voskresenska school at 66 Gorky Street in Voskresenskoye village, Vitovskyi district, Mykolaiv region" was held in December 2017. UAH 156,517 was spent on the project.

In October 2019, the Voskresensk Village Council announced a tender for the reconstruction of the Voskresensk school. It was planned to spend UAH 18 million 252 thousand 966. However, the bidding did not take place due to the fact that less than two bids were submitted for participation in the auction.

In November 2019, the bidding was announced again. Three companies competed for the contract at the auction. The winner was IVEKO-BUD LLC with a bid of UAH 17 million 772 thousand 809. The agreement with the company was terminated in May 2020. The reason for the termination of the agreement was stated to be based on the results of procurement monitoring.

But the Voskresensk village council, not losing hope, announced a third auction for the reconstruction of the school. This time they were ready to spend UAH 24 million 020 thousand 616. The source of funding was the State Fund for Regional Development, with co-financing from the local budget also indicated.

During all the tenders, complaints were received, and this case was no exception. But the bidding took place, with 8 companies competing for the tender. The winner was Nikovita LLC. The last additional agreement with the company is dated October 18, 2021. And it again refers to the termination of the contract. By the way, maybe it's for the best, because this company was mentioned in a journalistic investigation, though later, in 2023.

Whether funding will be found for this long-term project, or whether the school will be fully reconstructed, remains an open question. Currently, the project needs funding again.

The Bashtanka territorial community in Mykolaiv region also decided to build shelters on the territory of two lyceums. It is planned to spend about three million hryvnias on project documentation. The estimated duration of the work is 2 months.

In addition, the Mykolaiv region signed an agreement to repair the shelter, which was planned to be built in 2019. More than UAH 19 million was allocated from the budget for this purpose. The tender was won by a company that was registered almost a year ago, but this did not prevent the company's beneficiary from earning more than UAH 40 million in government tenders.
