Pivdennyi Port has chosen a wagon keeper for 11 million

The state-owned enterprise Pivdennyi Commercial Sea Port has selected a company that will provide repair, maintenance, and related services for railway transport and related equipment.

This is reported in the Prozorro electronic procurement system.

The procurement was conducted in the format of an open tender with special conditions on December 6. Zaporizhzhia Locomotive Repair Plant Limited Liability Company was the only participant and, accordingly, the winner.

The company is to provide one service for the current repair of the locomotive ChME3-4977, 11 services for the maintenance of the locomotive ChME3-4977 and one service for the current repair of the locomotive ChME3-4977.

The ČME3 diesel locomotive (Czechoslovakian shunting locomotive with electric transmission, type 3) is a shunting locomotive manufactured in Czechoslovakia. 6,266 locomotives were manufactured between 1963 and 1988.

The company has to provide diesel locomotive repair services until December 31, 2026, and expects to receive UAH 11 million 480 thousand. According to the YouControl service, Zaporizhzhia Locomotive Repair Plant LLC was registered in Zaporizhzhia in 2016. The owner is currently Vitaliy Perekrest.

Open bidding with peculiarities means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the start of the full-scale invasion, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
