Buildings destroyed by Russians in Odesa put up for sale for 24 million

The National Bank of Ukraine has put up for auction a complex of buildings in Odesa that was damaged as a result of a series of terrorist attacks by the Russian armed forces in 2024.

The NBU announced this in the Prozorro.Sale system .

The property in question is a complex of buildings with a total area of 2,334.6 square meters located at 8A Shevchenko Avenue. The National Bank of Ukraine is in the process of registering the rights to use the land plot. The sale is based on the decision of the Board of the National Bank of Ukraine on the alienation. The amount of value added tax in the amount of 20% is calculated after determining the final sale price of the property based on the results of the auction from the difference between the final sale price and the cost of its acquisition of UAH 42 million 533 thousand and is payable by the buyer. If the final sale price of the object does not exceed the acquisition cost, no VAT will arise. All costs associated with the conclusion and notarization of the property sale and purchase agreement are borne by the winner of the electronic auction.

In 2024, the Department of Municipal Economy of the Odesa City Council announced the search for a contractor to be paid for the restoration of the common property of an apartment building at 8-B Shevchenko Avenue. The first open bidding with special conditions was held in September of the same year. The tender received a proposal from one participant, Pylon West LLC.

In mid-October, the department signed an agreement with them to restore the building for UAH 45.5 million. However, at the end of the month, the contract was terminated "by agreement of the parties." And in November, the customer announced a new tender.

The auction in the open bidding format took place on November 30. Only one participant came to the competition again. However, this time it was Stroy-Invest-Group-7 LLC. Their price offer was almost the same as the expected value and amounted to the same 45.8 million hryvnias.
